277 <br /> <br /> The Board of Commissioners for the County of Cabarrus, North Carolina, <br />met in regular session at the Courthouse in Concord, North Carolina, the <br />regular place of meeting, on Monday, December 4, 1978, at 9:30 A.M. <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> At Chairman Hawfield's~request, Commissloner McClary called for the <br />invocation which was given b~ Reverend George F. Kelly of the St. James <br />Catholic Church. <br /> At Chairman Hawfield's request, Commissioner Hammett presided over <br />the remainder of the meeting. <br />UPON MOTION of Commissioner McClary,.seconded by Commissioner Cook <br />and unanimously carried, the minutes of November 9, 1978, were approved. <br /> Mr. John Boger, County Attorney, reviewed the following accomplish- <br />ments of the retiring Commissioners: <br /> <br /> S.
