<br /> Section 6. There shall be printed on the reverse of each of said bonds
<br />to be issued under date of April 1, 1979, the legal opinion of Brown, Wood,
<br />Ivey, Mitchell & Petty, bond counsel to the County of Cabarrus, with respect
<br />to the validity of said bonds, and there shall be printed immediately follow-
<br />ing such legal opinion a certificate executed with the facsimile signature
<br />of the Chairman of the Board of Commissioners for said County, said certifi-
<br />cate to be in substantially the following form:
<br />
<br /> "I HEREBY CERTIFY that the foregoing is a true
<br />and correct copy of the legal opinion on the bonds
<br />therein described which was manually signed by Brown,
<br />Wood, Ivey, Mitchell & Petty, New York, N.Y., and was
<br />dated as of the date of delivery of and payment for
<br />said bonds.

<br />Section 7. This resolution shall take effect upon its passage.
<br />Thereupon, upon motion of Commissioner Lentz, seconded by Commissioner
<br />Bonds, the foregoing resolution entitled: "RESOLUTION PROVIDING FOR THE
<br />ISSUANCE OF $3,000,000 SCHOOL BONDS, SERIES A" was passed by the following
<br />vote:
<br /> Ayes: Commissioners Allen, Milloway, Cook, Bonds, and Lentz.
<br /> Noes: None.
<br />
<br /> Mr. Clifford Fulmer, a Kannapolis resident and employee of Cannon Mills,
<br />was present to request that speed limits for trains be established, that pas-
<br />sageways be constructed in those areas where there is a lot of pedestrian
<br />traffic, and that arrangements be made with the railroad companies so that
<br />trains would be scheduled around shift change. Chairman Cook said that he,
<br />the County Manager, and the County Attorney would contact Southern Railway
<br />to see what could be done to alleviate these problems.
<br /> Mr. Charles D. McG±nnis, County Manager, reported on bids which were
<br />received for the purchase of a copier/duplicator for the Cabarrus County
<br />Department of Social Services as follows:

<br /> UPON MOTION of Commissioner Milloway, seconded by Commisisoner Bonds and
<br />unanimously carried, the Board moved to award the contract to the low bidder,
<br />International Business Machines Corporation.
<br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Allen and
<br />unanimously carried, the Board moved to reappoint Mr. Carl Overcash to another
<br />six year term, expiring on February 15, 1985, on the Watershed Improvement
<br />Commission.
<br /> UPON MOTION of Commissioner. Lentz, seconded by Commissioner Milloway
<br />and unanimously carried, Mr. Charles D. McGinnis was reappointed as the
<br />Regional Manager representative on the Criminal Justice Advisory Committee
<br />of the Centralina Council of Governments.
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds with
<br />Commissioners Lentz, Bonds, Allen and Chairman Cook voting for and Commissioner
<br />Milloway voting against, the Board approved the request of the Director of the
<br />Cabarrus County Park & Recreation Department, Mr. Bub Cowan, for Youth Council
<br />representation to the Legislative Assembly with the stipulation of a maximum
<br />number of 20 students plus one advisor.
<br /> UPON MOTION of Commissioner Lentz,~ seconded by Commissioner Milloway
<br />and unanimously carried, the Board passed the following resolution: "all
<br />petitions to the State of North Carolina Department of Highways and Roads
<br />be submitted to the Planning Department."
<br /> Commissioner Milloway requested that Mr. McGinnis write Mrs. Billy H.
<br />Smith to express the Commissioners' regrets on the death of her daughter,
<br />Miss Deborah Hopkins, who was a CETA worker in the Planning Department.
