<br /> The Board of Commissioners for the County of Cabarrus, North Carolina,
<br />met in regular session at the Courthouse in Concord, North Carolina, the
<br />regular place of meeting on Monday, March 12, 1979, at 9:30 A.M.
<br /> Present - Chairman Troy R. Cook
<br /> Commissioners: Ralph C. Bonds
<br /> James W. Lentz
<br /> J. Ray Allen
<br /> Absent - Commissioner: Marcelle Milloway
<br /> The invocation was given by the Reverend Thurmond C. Plexico of the
<br />St. James Lutheran Church.
<br /> The minutes of February 12, 1979, were corrected by Commissioner Bonds
<br />to read: "UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen
<br />with Chairman Cook, Commissioners Lentz, Allen and Milloway voting for and
<br />Commissioner Bonds voting against, the Board moved to reappoint the Chief
<br />Dog Warden and Assistant Wardens and Secretary for a four year period as of
<br />January 1, 1979."
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and
<br />unanimously carried, the corrected minutes of February 12, 1979, and the
<br />minutes of March 5, 1979, were approved.
<br /> Mr. T.L. Patterson was present to ascertain the Board's decision re-
<br />garding the proposed secondary road program as presented by the Department
<br />of Transportation on March 5, 1979.
<br /> Mr. Bennick, a resident of S.R. #1463 - Brownlee Drive, and Mr. Robert
<br />Harris, a resident of S.R. #1173, were present to request the Board's con-
<br />sideration of problems concerning pavement of their roads.
<br /> UPON MOTION of Commisssioner Lentz, seconded by Commissioner Bonds and
<br />unanimously carried, the Board approved the secondary road program as pre-
<br /> sented by the Department of Transportation.
<br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Allen and
<br />unanimously carried, the Board appointed the following as trustees to the
<br /> Firemen's Relief Fund of the Rimer Volunteer Fire Department:
<br /> Mr. Richard Loggans - one year term expiring 1/31/80
<br /> Mr. Terry Sifford - two year term expiring 1/31/81
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and
<br /> unanimously carried, the Board appointed Messrs. Hal Little, David Lo Kissiah,
<br /> and O. Ray Holmes as Fire Protection District Commissioners for the Flowes
<br /> Store Fire District. Their terms will expire on March 31, 1981.
<br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and
<br /> unanimously carried, the Board approved the additions of Pokeberry Trail and
<br /> Blackberry Trail to the secondary road system for maintenance by the State
<br /> Department of Transportation.
<br /> UPON MOTION of Commissioner Allen, seconded by Commissioner Bonds and
<br /> unanimously carried, the Board appointed Miss Gina Minzenmayer, Health
<br /> Educator with the County Health Department, as a replacement for Mrs. Cappie
<br /> Stanley to the Regional Family Planning Advisory Council of the Centralina
<br /> Council of Governments for Region F.
<br /> UPON MOTION of Commissioner Allen, seconded by Commissioner Bonds and
<br /> unanimously carried, the Board adopted the following resolution:
<br /> A RESOLUTION REQUESTING THAT THE CABARRUS COUNTY
<br /> PLANNING DEPARTMENT SECURE WRITTEN PETITIONS TO
<br /> NAME OR TO RENAME DUPLICATED AND DECEPTIVELY
<br /> SIMILAR ROAD NAMES IN CABARRUS COUNTY
<br /> WHEREAS the road names in Cabarrus County, North Carolina duly concerns
<br /> the safety and well being of the citizens of Cabarrus County and to expedite
<br /> emergency traffic such as ambulance service and for fire vehicles to locate,
<br /> without delay, specific roads in the County; and
<br /> WHEREAS the Cabarrus County Commissioners by unanimous vote on September
<br /> 8, 1970 decided that similar and deceptively similar names would be eliminated
<br /> in the County and that a uniform system of naming streets and the erection of
<br /> street markers be formulated and administered by the County Planning Department; and
<br /> WHEREAS in accordance with 153A-240 of the North Carolina General Statutes
<br /> it has become established policy that all duplicate or deceptively similar
<br /> street names recorded in the office of the Cabarrus County Register of Deeds
<br /> or designated by a secondary road (SR) number by the North Carolina Department
<br /> of Transportation be named or renamed in public hearing after the required
<br /> prior public notice is given to the concerned citizenry;
<br /> NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF CABARRUS
<br /> COUNTY, NORTH CAROLINA, meeting in regular session on March 12, 1979,, that
<br /> the Cabarrus County Planning Department in conjunction with subdivision developers,
<br /> when possible, secure signatures in petition form of individuals owning at
<br /> least fifty-one percent (51%) of the road 'frontage or at the discretion of the
<br /> Director of Planning, the signatures of the majority (at least fifty-one percent)
<br /> of the owners of parcels fronting on the subject road.
<br /> This resolution adopted after motion, second and roll call on this date.
