301 <br /> <br />Dated: March 12, 1979 <br />ATTEST: <br />Jaymee Floyd <br />Clerk to the Board of <br />County Commissioners <br />/s/ Jaymee Floyd <br /> <br />BOARD OF COUNTY COMMISSIONERS <br />CABARRUS COUNTY, NORTH CAROLINA <br /> <br />BY: /s/ Troy Ray Cook <br /> TROY RAY COOK, CHAIRMAN <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board approved a budget amendment for the Maternal <br />and Child Health Program to include revenues and expenditures in the amount <br />of ,$3,500.00. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board approved the submission of a grant application <br />for the Focal Point on Aging to receive State funds to aide in coordinating <br />all Aging Programs for Region F of the Centralina Council of Governments. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and <br />unanimously carried, the Board appointed Mr. W.O. Richards, the County Civil <br />Prepardness Coordinator, as the liaison official between the County and the <br />Energy Division of the North Carolina Department of Commerce in the event <br />that there is a gasoline shortage resulting in allocation of fuel. <br /> Chairman Cook requested that all County employees and County citizens <br />cutback in their consumption of fuel to avert a possible shortage of this <br />most valuable of resources. <br /> Chairman Cook further instructed Mr. Charles D. McGinnis, County Manager, <br /> to write all department heads and'instruct them to restrict their use of <br /> gasoline. <br /> Dr. Roy Smith, Provisional Chairperson for the Status Offenders task <br /> force, reviewed with the Board the distinctions between the Community Based <br /> Alternatives Grant and the Juvenile Justice and Deliquency Prevention Grant <br /> and cited the Task Force's recommendations for use of these funds. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br /> unanimously carried, the Board moved to table until after lunch the decision <br /> regarding application for Status Offenders Grant Funds. <br /> Chairman Cook asked if anyone would like to speak for or against the <br /> renaming of thirteen subdivision streets. <br /> UPON MOTION of Commissioner Allen, seconded by Commissioner Bonds and <br /> unanimously carried, the Board approved the following road name changes: <br /> FROM: TO: <br /> <br />Jackson Circle (Sect. 2) <br />Jackson Circle (Sect. 1) <br />Hilltop Drive <br />Westbrook Drive <br />Cedarbrook Lane <br />Meadow View Lane (Sect. 1) <br />Meadow View Lane (Sect. 2) <br />Shady Lane <br />Woodberry Drive <br />Lake Front Road <br />Lake View Drive Annex <br />Lake View Drive <br />Bethel Drive <br /> <br />Marshall Drive <br />Manassas Drive <br />Seymour Lane <br />Caycee Drive <br />Wakefield Drive <br />Norwood Drive <br />Saxon Court <br />Gentry Lane <br />Sandburg Drive <br />Sonora Place <br />Guildbrook Raod <br />Regent Drive <br />Holt-Kay Drive <br /> <br /> Mr. W.T. Wilson was present to speak on behalf of the Cabarrus Rescue <br />Squad to ask that the Rescue Squad's budgeted funds be increased to $10,000 <br />from the $5,400 which they currently receive. In addition, Mr. Wilson stated <br />that personally he felt that the lines of communication needed to be improved <br />between the Sheriff's Department, the Fire Department, and the Rescue Squad. <br /> Chairman Cook instructed the County Manager to talk with the Civil <br />Prepardness Director to see if the interaction between these agencies could <br />be improved. Chairman Cook also asked Mr. Wilson to make this recommendation <br />for a budget increase in the Rescue Squad's budget proposal for the upcoming <br />1979-80 fiscal year. <br /> Mr. & Mrs. Roy Spears, residents of S.R. #1803 - Trinity Church Road, <br />were present to request that the Board authorize some type of flood control <br />in their area as the Little Coldwater Creek Branch floods each time there is <br />a hard rain. <br /> Mr. W.S. Chandler explained a study which the Flood~Insurance Agency <br />was conducting in Cabarrus County which would aide those within a flood <br />plain area. <br /> Mr. Charles D. McGinnis reported on bids which were received for an <br />athletic supplies bid as follows: <br /> <br /> <br />
