313 <br /> <br /> Mr. Hugh Price, District Conservationist for Cabarrus County, was present to <br />make the Board aware of the progress that has been made to date on the soil sur- <br />vey 0£ the County which was begun on July 1, 1975. Mr. Price stated that thus <br />far 59% of the County's soil has been analyzed and included in an interum report <br />which has been presented to the Commissioners. Mr. Price further requested a re- <br />newal of the contract between the U.S. Soil Conservation Service and Cabarrus <br />County for the 1979-80 fiscal year in the amount of $12,000.00. Commissioner <br />Milloway requested that the Soil Conservation Service furnish map overlays to the <br />County for use in the Health, Inspections, Planning, and Tax Departments. <br /> Mr. James Smith and Ms. Ann Lyerly of The Daily Independent were present to <br />request that the County participate as an advertiser in a publication entitled <br />"Progress '79" which reflects growth over a 10-year period in Cabarrus and Rowan <br />Counties. After some discussion, the Board determined to take no action on this <br />request at this time. <br /> Mrs. Betsy Carpenter of the Cabarrus Animal Protection Association, Inc., was <br />present to request the following: that the Commissioners adopt H.B. 1233 entitled <br />"Animal Cruelty Investigators", that taxes on both dogs and cats be imposed by the <br />County, that the Animal Shelter be open seven days a week, that the facility be re- <br />built, and that the staff be increased. The Board deferred action on the afore- <br />mentioned until further investigation. <br /> Mr. Archie Barnhardt of the Parkwood Sanitary District was present to inform <br />the Board of the high cost of water and sewage in the District. Chairman Cook <br />requested that the County Manager ask Mr. Don Howell of the Concord Board of <br />Light and Water to be present at the public hearing on the proposed budget <br />scheduled for July 22, 1979. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br /> unanimously carried, the Board approved the following budget amendment: <br /> GENERAL FUND <br /> INCREASE REVENUE <br /> 10-348-35 Fuel Crisis Program $8,705.00 <br /> INCREASE EXPENSE <br /> 10-611-16 Fuel Crisis Program $8,705.00 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board appointed Mr. Jesse Register to serve a three year <br />term on the Mt. Pleasant Planning and Zoning Board and reappointed Mr. Reece A. <br />Kluttz to serve another three year term on the Mt. Pleasant Zoning Board of <br />Adjustment. Both terms will expire on June 30, 1982. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and <br />unanimously carried, the Board moved to reappoint Mr. Ray McKinney as Tax <br />Collector for Cabarrus County for a term of two years, expiring in 1981. <br /> Mr. McGinnis reported to the Board that appointments to the Concord Planning <br />and. Zoning Commisison would need to be made at the next regular meeting of the <br />Board. Mr. McGinnis also informed the Board that the Commissions' appointment <br />date had been changed from August 1st to June 30th. <br /> There being no further business to come before the Board, Chairman Cook <br />moved that the meeting be adjourned. <br /> <br /> <br />
