326 <br /> <br /> UPON MOTION of Commissioner Allen, seconded by Commissioner Len~z and unani- <br />mously carried, the Board approved the following additions to the secondary road <br />system - Optimist Club Drive, Berwick Court, and Lancer Drive. <br /> Mr. W.K. Cowan, Recreation Director, presented the Comprehensive Park and Re- <br />creation Master Plan as proposed by the consulting firm of Gardner Gidley and <br />Associates to the Board. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unani- <br />mously carried, the Board approved and authorized the Chairman of the Board to sign <br />the following contract with Gardner Gidley and Associates: <br /> <br /> PROPOSAL AND CONTRACT <br /> <br />CABARRUS COUNTY, N. C. <br />PARK AND RECREATION MASTER PLAN <br /> <br />A. INTRODUCTION <br /> <br />Gardner Gidley and Associates propose to create a Master Plan for Parks and Recreation <br />for Cabarrus County, North Carolina. This is a plan for the orderly development of <br />Parks, Recreation and Open Space areas. <br /> <br />The Plan is conceived as an element of the County's over-all comprehensive plan <br />planning process. When completed, it will identify the needs and define the role <br />to be played by the County in meeting those needs. The Plan is to pCovide an orderly <br />guide to the future acquisition of land and to the provision of facilities. It <br />deals with the provision of open space lands for passive recreation, pursuits as well <br />as with land and facilities for active recreation pursuits. The Plan is to set forth <br />objectives which are both challenging and attainable. The Plan is to provide a broad <br />range of year-round recreation services to all residents regardless of age, sex or <br />color, physical or mental ability. <br /> <br />The planning process begins with a thorough analysis and evaluation of existing re- <br />sources. It considers, financial, physical and demographic factors which will affect <br />the program. It measures the County's ability to meet stated objectives. As part <br />of this process, goals must be adopted and priorities must be set. Citizen repre- <br />sentation in the setting of goals, objectives and priorities is desirable, and will <br />be included by closely coordinating the work with the Recreation Commission and with <br />the City of Concord. <br /> <br />Planning as a process is more akin to a looseleaf notebook than to a bound volume. <br />The planning process is a continuous one. For these reasons, the Plan will emphasize <br />goals to be attained in the immediate and intermediate time frames. Long-range ob- <br />jectives will also be established, but specific objectives beyond the intermediate <br />phase must be constantly re-evaluated in the light of ever-changing conditions. <br /> <br />B. SCOPE OF WORK <br /> <br />The Plan will include the following: <br /> <br />An evaluation of the demographic and sociological factors pertinent to the study <br />area, including but not limited to composition of the population, trends, econo- <br />mic factors, deliquency rates and community patterns. (These items to be in- <br />cluded by reference.) <br /> <br />2. An evaluation of physical factors, including but not limited to land use, trans- <br /> portation, physical barriers and topography. <br /> <br />An inventory of existing recreation programs, areas and facilities offered by <br />public, voluntary and private agencies, and an evaluation of each. (The Planner <br />will be assisted by the Recreation and Planning Staffs.) <br /> <br />A comparison of existing areas with recommended standards developed specifically <br />for Cabarrus County. <br /> <br />A plan for development. The areas and facilities recommended will be an out- <br />growth of program requirements and needs. Each community or neighborhood will <br />be studied separately. <br /> <br />6. Map(s) showing the location of each planned facility including but not limited <br /> to parks, playgrounds, special use areas, athletic fields and community centers. <br /> <br />7. Typical plans will be prepared for future sites to be developed. <br /> <br />Topographic and property mapping, if available, will be furnished by the client. <br /> <br /> <br />
