That the Clerk of the Board of Commissioners for the County <br />of Cabarrus is hereby directed to certify a copy of this resolution to the <br />Director, Division for Health Services, Department of Human Resources, State <br />of North Carolina. <br /> Thereupon, upon motion of Commissioner Milloway seconded by Commissioner <br />Lentz, she foregoing resolution entitled: "RESOLUTION RELATING TO THE <br />ANNEXATION OF TERRITORY TO KANNAPOLIS SANITARY DISTRICT" was passed by the <br />following vote: <br /> Ayes: Chairman Cook, Commissioners Bonds, Milloway, Lentz, and Allen <br /> Noes: None <br /> <br /> B. S. Brown, Jr., representing the Kannapolis SanitarY District, <br />presented the following resolution which was read: <br /> <br />RESOLUTION RELATING TO THE ANNEXATION OF <br />TERRITORY TO KANNAPOLIS SANITARY DISTRICT <br /> <br /> BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR THE COUNTY OF CABARRUS: <br /> Section 1. That the Board of Commissioners for the County of Cabarrus <br />has determined and does hereby find and declare: <br /> (a) That on June 20, 1980 a resolution was received from the Sanitary <br />District Board of the Kannapolis Sanitary District relating to the annexation <br />of territory to the Kannapolis Sanitary District. <br />(b) That the territory described in the petition consists of the <br />property of Oscar F. Ramsouer and wife, Creola T. Ramsouer, and others. <br /> (c) That the petition was signed by all property owners within the <br />area requested to be annexed. <br /> (d) That said petition requests that all necessary action required by <br />Article 12 of Chapter 130 of the General Statutes of North Carolina for the <br />extension of the boundaries of the Kannapolis Sanitary District be taken so <br />as to annex the territory described in the petition unto the Kannapolis <br />Sanitary District. <br /> (e) That it is for the best interest of the Kannapolis Sanitary District <br />and the territory requested to be annexed unto the Kannapolis Sanitary District <br />that said territory be included within the boundaries of the Kannapolis <br />Sanitary District and receive the services of'the Sanitary District. <br /> Section 2. That the Board of Commissioners for the County of Cabarrus <br />does hereby approve the annexation of the territory described in the petition <br />unto the Kannapolis Sanitary District and does hereby recommend to the North <br />Carolina Commission for Health Services that it approve the annexation of the <br />territory unto the Kannapolis Sanitary District. <br /> Section 3. That the Clerk of the Board of Commissioners for the County <br /> of Cabarrus is hereby directed to certify a copy of this resolution to the <br /> Director, Division for Health Services, Department of Human Resources, State <br /> of North Carolina. <br /> Thereupon, upon motion of Commissioner Milloway, seconded by Commissioner <br /> Lentz, the foregoing resolution entitled: "RESOLUTION RELATING TO THE <br /> ANNEXATION OF TERRITORY TO KANNAPOLIS SANITARY DISTRICT" Was passed by the <br /> following vote: <br /> Ayes: Chairman Cook, Commissioners Bonds, Milloway, Lentz, and Allen <br /> Noes: None <br /> <br /> The Board.deferred aPpointment of a representative from Cabarrus County <br /> to fill a vacancy on the Region F Employment and Training Advisory Committee <br /> of the Centralina Council of Governments. <br /> Mrs. Betsy Carpenter, President of the Cabarrus Animal Protection Association, <br /> requested a cat warden for the county, a dog warden on call twenty-four (24) <br /> hours a day, a longer holding period for dogs at the pound, and more equipment <br /> for the dog warden. <br /> UPON MOTION of Commissioner Lentz, seconded by commissioner Bonds and <br /> unanimously carried, the Board agreed by resolution to instruct the dog warden <br /> to pick up cats at the owner's house at the owner's request. <br /> The Board directed that a study be made by Mr. Leon Overcash, Chief Dog <br /> Warden, to determine the housing capacity for dogs at the dog pound if the <br /> County were to extend the holding period for dogs from three (3) days to <br /> five (5) days. A report is to be presented to the Board at the next regular <br /> meeting. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br /> unanimously carried, the Board appointed Chairman Troy Cook as the voting delegate <br /> for Cabarrus County at the 1980 Annual Conference of the North Carolina <br /> Association of County Commissioners to be held at the Charlotte Civic Center <br />'on August 14 - 17, 1980. <br /> <br /> <br />
