437 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina on Monday, August 11, <br />1980, at 9:30 A.M. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> The invocation was given by the Reverend Tom Whidden of First Assembly. <br /> There being no additions or corrections to the minutes of July 14, 1980, <br />they were approved as written. <br /> Mrs. Betsy Carpenter, President of the Cabarrus Animal Protection Association, <br />was present to disCuss animal protection and control. <br /> Mr. Leon Overcash, Animal Control Officer, appeared before the Board to <br />request clarification of the procedure for picking up and holding cats and to <br />report on his study of the possibility of extending the holding period for dogs <br />from three days to five days. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway wi~h <br />Commissioners Lentz, Milloway, and Allen voting for and Chairman Cook and <br />Commissioner Bonds voting against, the Board by resolution directed that the Dog <br />Warden pick up owner's cats which are boxed and ready to go when he arrives at <br />the 'owner's request for a trial period of one month until the next regular Board <br />meeting. <br /> UPON MOTION of Commissioner Lentz, seconded by Chairman Cook and unanimously <br /> carried, the Board moved to take no action to change the present holding period <br /> for dogs at the County Animal Shelter. <br /> UPON MOTION of Chairman Cook, seconded by Commissioner Lentz and unanimously <br /> carried, the Board directed that Mr. Leon Overcash maintain the same policy as <br /> previously used for the disposition of cats at the Animal Shelter; that is, if <br /> Mr. Overcash cannot find a home for a cat, he may destroy the cat at his discretion. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br /> unanimously carried, the Board authorized the acquisition of two pagers for the <br /> Cabarrus County Animal Shelter and approved the appropriation of the money for <br /> these units from the Commissioners' Contingency Fund. These units are for use <br /> by the wardens during on-duty hours and for off-duty and weekend emergencies. <br /> Chairman Cook stated that this was the day and hour scheduled for a public <br /> hearing for road name changes and asked if anyone were present who wished to <br /> speak for or against these name changes. <br /> Mr. Charles McGinnis, County Manager, reported that there was a request that <br /> the unnamed road to be changed to Dare Drive be removed from the scheduled public <br /> hearing at this time due to the residents' request for another choice of road <br /> name. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br /> unanimously carried, the Board approved the following road name changes. <br /> <br />Hickory Hill Drive to <br />Meadow Drive to <br /> <br />Duchess Drive <br />Empire Drive <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board set a public hearing for 7:00 P.M. on September 8, <br />1980 for the following road name changes. <br /> <br />Unnamed Road to <br />Unnamed Road to <br /> <br />Jamaica Road <br />Columbus Street <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and <br />unanimously carried, the Board approved the following additions to the state <br />road system. <br /> <br />Crystal Drive <br />Sterling C. ircle <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board approved the abandonment of a portion of SR 2614, <br />Dan Smith Road, by the North Carolina Department of Transportation and approved <br />the addition of the realigned portion of SR 2614 to the secondary road system. <br />This abandonmentS, and addition are for map correction only. <br /> UPON MOTION of Chairman Cook, seconded by Commissioner Bonds and unanimously <br />carried, the Board deferred action on the Road Assessment and Improvement Program <br />until the next regular meeting to allow time for the Board to study the information <br />which had been received regarding road improvement programs in other counties. <br /> <br /> <br />
