446 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, authorization was given to sell the above listed <br />surplus property at public auction on Saturday, September 27, 1980. <br /> Mr. Charles McGinnis, County Manager, reported that the following <br />architectural fee proposals were received for the design of the County <br />Service Garage. <br /> <br />FIRM <br /> <br />STRAIGHT FEE FLAT FIXED FEE <br /> <br />Little & Associates, Inc. <br />Robert F. Stone, A.I.A. <br />Ferebee, Walters & Associates <br />Architectural Planning Associates, P.A. <br /> <br />7.2% $ 6,800.00 <br />7.8% <br /> $10,500.00 <br /> $ 4,500.00 <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds <br />and unanimously carried, the Board awarded the contract for an architect to <br />design the County Service Garage to the iow bidder, Ar. chitectural Planning <br />Associates, P.A., in the amount of $4,500.00. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board agreed to write the Senate Governmental <br />Affairs Committee expressing concern over the excessive amount of paperwork <br />involved in the administration of Social Services Programs in Cabarrus County <br />and stating support of Senate Bill 1411 of the Paperwork Reduction Act. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds <br />with Commissioners Milloway, Bonds, and Allen and Chairman Cook voting for <br />and Commissioner Lentz voting against, the Board appointed Mr. Melvin W. Rape <br />to the Kannapolis Sanitary District Board to fill the unexpired term of <br />Mr. Phillip R..Lippard. This term of office will expire at the time of the <br />general election in November, 1981. <br /> The substitute motion by Commissioner Lentz to appoint Mr, Adrian W. <br />Holbrook, Jr., to the Kannapolis Sanitary Board failed for lack of second. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board. approved the acquisition of a third pager for <br />the Cabarrus County Animal Shelter to provide a pager for each warden at all <br />times as requested by Mr. Leon Overcash. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br />unanimously carried, the Board agreed to continue the program for picking up <br />cats by the Dog Warden for a period of six (6) months on a trial basis. <br /> Chairman Cook reported that the omission of the non-emergency number <br /> for the Sheriff's Department from the inside cover of th~ new Concord <br /> Telephone Company Directory had created problems in the Communications Center <br /> with people calling on the emergency number for non-emergency purposes. He <br /> stated the telephone company was issuing notices with telephone bills regarding <br /> the emergency number and was planning to issue revision notices to update the <br /> directories at the end of three months. <br /> UPON MOTION of Commissioner-Lentz, seconded by Commissioner Bonds and <br /> unanimously carried, the Board approved the request by the Concord Christmas <br /> Parade Committee to use the balcony on the second floor of the County Courthouse <br /> as the reviewing stand for judges at the Christmas Parade on December 3, 1980 <br /> at 3:00 P.M. <br /> Mr. McGinnis reported that the Cabarrus County Fair Association had <br /> requested that the public be allowed to park in the CountY'S parking spaces <br /> in front of the County office buildings on Cabarrus Avenue at night during the <br /> week of September 8 - 13, 1980. No action was taken by the Board regarding <br /> this request. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br /> unanimously.carried, the Board approved the addition of the boiler located in <br /> the old County building on Church Street to the list of surplus property to <br /> be sold at public auction on September 27, 1980. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br /> unanimously carried, the Board agreed to solicit bids for the demolition of <br /> the old County building on Church Street. This work would include the <br /> removal of rubble and the leveling of the site. <br /> Commissioner Milloway requested that Chairman Cook ask why Social <br /> Services Title III-B money was being allocated to the United Way and was not <br /> being used to fund chore services at the Social Services Department at the <br /> Centralina Council of Governments meeting to be held on Wednesday, September 10, <br /> 1980. <br /> <br /> <br />
