446 UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously carried, authorization was given to sell the above listed surplus property at public auction on Saturday, September 27, 1980. Mr. Charles McGinnis, County Manager, reported that the following architectural fee proposals were received for the design of the County Service Garage. FIRM STRAIGHT FEE FLAT FIXED FEE Little & Associates, Inc. Robert F. Stone, A.I.A. Ferebee, Walters & Associates Architectural Planning Associates, P.A. 7.2% $ 6,800.00 7.8% $10,500.00 $ 4,500.00 UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and unanimously carried, the Board awarded the contract for an architect to design the County Service Garage to the iow bidder, Ar. chitectural Planning Associates, P.A., in the amount of $4,500.00. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board agreed to write the Senate Governmental Affairs Committee expressing concern over the excessive amount of paperwork involved in the administration of Social Services Programs in Cabarrus County and stating support of Senate Bill 1411 of the Paperwork Reduction Act. UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds with Commissioners Milloway, Bonds, and Allen and Chairman Cook voting for and Commissioner Lentz voting against, the Board appointed Mr. Melvin W. Rape to the Kannapolis Sanitary District Board to fill the unexpired term of Mr. Phillip R..Lippard. This term of office will expire at the time of the general election in November, 1981. The substitute motion by Commissioner Lentz to appoint Mr, Adrian W. Holbrook, Jr., to the Kannapolis Sanitary Board failed for lack of second. UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously carried, the Board. approved the acquisition of a third pager for the Cabarrus County Animal Shelter to provide a pager for each warden at all times as requested by Mr. Leon Overcash. UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and unanimously carried, the Board agreed to continue the program for picking up cats by the Dog Warden for a period of six (6) months on a trial basis. Chairman Cook reported that the omission of the non-emergency number for the Sheriff's Department from the inside cover of th~ new Concord Telephone Company Directory had created problems in the Communications Center with people calling on the emergency number for non-emergency purposes. He stated the telephone company was issuing notices with telephone bills regarding the emergency number and was planning to issue revision notices to update the directories at the end of three months. UPON MOTION of Commissioner-Lentz, seconded by Commissioner Bonds and unanimously carried, the Board approved the request by the Concord Christmas Parade Committee to use the balcony on the second floor of the County Courthouse as the reviewing stand for judges at the Christmas Parade on December 3, 1980 at 3:00 P.M. Mr. McGinnis reported that the Cabarrus County Fair Association had requested that the public be allowed to park in the CountY'S parking spaces in front of the County office buildings on Cabarrus Avenue at night during the week of September 8 - 13, 1980. No action was taken by the Board regarding this request. UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously.carried, the Board approved the addition of the boiler located in the old County building on Church Street to the list of surplus property to be sold at public auction on September 27, 1980. UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and unanimously carried, the Board agreed to solicit bids for the demolition of the old County building on Church Street. This work would include the removal of rubble and the leveling of the site. Commissioner Milloway requested that Chairman Cook ask why Social Services Title III-B money was being allocated to the United Way and was not being used to fund chore services at the Social Services Department at the Centralina Council of Governments meeting to be held on Wednesday, September 10, 1980.
