451 <br /> <br /> Mr. Robert D. Fisher of 2513 South Main Street in Kannapolis appeared <br />before the Board to express dissatisfaction with the work of the Cabarrus <br />County Dog Wardens. He stated that the dog warden had failed to come to his <br />home to investigate numerous complaints by him regarding stray dogs on his <br />property. Chairman Cook advised Mr. Fisher that Mr. Leon Overcash, Chief <br />Dog Warden, would be contact with him regarding his complaints. <br /> A resident of Spring Valley Subdivision reported on the canvass of land- <br />owners in the subdivision to determine the percentage of persons in favor of <br />paving the streets under the Road Improvement and Assessment Program and requested <br />petitions for circulation in the community. He was referred to Mr. W. S. Chandler, <br />Jr., Director of Planning, for the petitions. <br /> Mr. Charles McGinnis, County Manager, advised the Board that it would cost <br />approximately $14,000.00 in County funds for the Department of Social Services <br />to administer the proposed Low Income Energy Assistance Program in this county. <br />The Board expressed concern that assistance payments provided by this program <br />would be made directly to the eligible households'rather than their fuel suppliers. <br />The Board deferred action on this program until Congress approves the Federal <br />budget. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br /> unanimously carried, the Board set the following fee schedule for Cinemax, a <br /> new programming service offered to Vision Cable subscribers. <br /> <br />CINEMAX Channel 24) <br /> <br />First TV <br /> <br />$9.00 alone <br />$7.50 with HBO <br /> <br />Additional TV - 0 - <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board adopted the following Affirmative Action Plan <br />for CETA employees and designated Mrs. Deborah Heath as the Equal Employment <br />Opportunity (EEO) Officer for Cabarrus County CETA employees. <br /> <br />AFFIRMATIVE ACTION PLAN FOR CABARRUS COUNTY CETA <br /> <br />Section 1. Statement of Policy <br /> Cabarrus County recognized the importance of eliminating employment <br />barriers by establishing a non-discriminatory policy for its employees and <br />applicants for employment. Therefore, it shall now be our policy not to <br />discriminate against any employee or applicant for employment because of race, <br />color, religion, national origin, sex, age, or political affiliation. <br /> We will consider applicants who are ex-offenders, based on the nature <br />of their conviction, the date of occurrence, the relationship of the job in <br />question and the applicant's qualifications. <br /> Finally, it shall be our policy to comply with the Vocational Rehabilitation <br />Act of 1973, Section 503 and 504, which requires that contractors, who contract <br />with the government for goods or services of twenty-five hundred dollars ($2,500) <br />or more formulate Affirmative Action Programs for handicapped persons and con- <br />sider them for positions for which they are qualified. <br /> This policy is a part of our personnel ordinance. <br /> <br />Section 2. Administration of Plan <br /> The Mrs. Deborah Heath shall be the EEO Officer for Cabarrus County CETA <br />employees. He shall be directly accountable to the County Manager and shall be <br />responsible for: <br /> 1. Implementing and communicating the plan. <br /> 2. Periodically reviewing the plan, placing special emphasis on the <br /> results achieved. <br /> 3. Preparing workforce breakdowns on an annual basis. This report <br /> shall include information relating to recent promotions and hirings, <br /> according to race, sex, national origin, and job classification. <br /> 4. Receiving and investigating rumors or complaints of discrimination <br /> from other employees. <br /> 5. Posting his name, location, hours, and phone number in one or more <br /> public areas. <br /> <br />Section 3. Dissemination of Policy and Plan <br /> In order to make our employees aware of our non-discrinimatory policy <br />and to acquaint them with this Affirmative Action Plan, the following steps <br />shall be taken: <br /> <br /> <br />
