450 UPON MOTION of Commissioner Lentz~ seconded by Co~misaioner Millo~ay' and unanimously carried, the Board approved the naming of an unnamed road to Benfield Drive. UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously carried, the Board authorized Mr. John Boger, County Attorney, to prepare a contract subject to ratification by the Board and Sheriff J. B. Roberts to be executed between the County and Dr. George C. Monroe, III, for services rendered by Dr. Monroe as jail physician to the inmates of the Cabarrus County jail facility. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board approved by resolution the study of the 911 Emergency Telephone Number concept for Cabarrus County and authorized the establishment of the following study committee to formulate plans for the development of a 911 system in the county. 911 IMPLEMENTATION COMMITTEE 1. County Fire SUB COMMITTEE CALL PROCEDURES Concord Police Sheriff Department Kannapolis Police County EMS Concord Fire Department County Fire Department SUB COMMITTEE BUDGET Concord City Finance County Finance County Attorney SUB COMMITTEE PUBLIC RELATIONS Public Relations City Public Relations County Concord Telephone Company The Board reviewed the request by the North Carolina Energy Division, Department of Commerce, for Cabarrus County to provide the personnel to inspect commercial buildings in the county to see if they are in compliance with the Federal Emergency Building Temperature Restriction Program. No action was taken.by the Board regarding this request. Mr. Charles McGinnis, County Manager, reported that the snack bar located in the basement of the County Courthouse was no longer in operation and recommended that vending.machines containing such items as soft drinks, coffee, snacks, and cigarettes be placed in the basement area. UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously carried, the Board authorized the County Manager to proceed with the placement of vending machines in the basement'of the County Courthouse if no County money is required and if there is no long term commitment by the Board for the use of the machines. ~ UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and unanimously carried, the Board approved a United Way Payroll Deduction Plan to be available to all County employees on a voluntary basis. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board authorized Chairman Cook to issue a proclamation in honor of a worthy Kannapolis citizen when the request is received from the Pentagon. UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and unanimously carried, the Board approved an amendment for the Health Department budget to accept additional Federal funds in the amount of $6,270.00 for the Childhood Lead Poisoning Control Program to provide funds for renovating special equipment on long term loan from the United StateS. Public Health Service and funds to account for the ten percent (10%) increase in the pay plan. UPON MOTION of Chairman Cook, seconded by Commissioner Milloway and unanimously carried, the Board awarded th~ bid for the Lead Paint Analyzer to the sole bidder, Princeton Gamma-Tech, in the amount of $6,995.00.
