460 <br /> <br /> THAT WHEREAS, Cabarrus County as part of the Kan-la-con area and the <br />Planning and Research Branch, North Carolina Department of Transportation <br />did prepare a thoroughfare plan for the urban area and <br /> <br /> WHEREAS, the County as part of the Kan-la-Con area and the Board of <br />Transportation are directed by North Carolina General Statutes 136-66.2 <br />to reach an agreement for a street system that will serve present and <br />anticipated volumes of vehicular traffic in and around the Kan-la-con <br />area; and <br /> <br /> WHEREAS, it is recognized that the proper movement of traffic within <br />and through the Kan-la-con area is a highly desirable element of the <br />comprehensive plan fOr the orderly growth and development of the urban <br />area; and <br /> <br /> WHEREAS, after full study of the plan, the Board of County Commissioners <br />feels it to be in the best interests of Cabarrus County as part of the Kan-la- <br />con urban area to adopt the said plan and recommend its adoption to the <br />North Carolina Department of Transportation. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF <br />CABARRUS COUNTY, NORTH CAROLINA: <br /> <br /> That the Thoroughfare Plan as shown on a map entitled THE KAN-LA-CON <br />THOROUGHFARE PLAN, dated September 1{~, 1980, and prepared by Cabarrus County <br />in conjunction with members of the Kan-la-con area and the Planning and <br />Research Branch, North Carolina Department of Transportation be approved and <br />adopted as a guide in the development of the street and highway system in <br />the Kan-la-con urban area and the same is hereby recommended to the North <br />Carolina Board of Transportation for its subsequent adoption. <br /> <br /> I, Frankie F. Boger, Jr. <br /> County Attorney <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway <br />and unanimously carried, the Board approved the designation of the Cannon <br />Memorial Library as the location for the North Carolina Administrative <br />Code. <br /> The Board discussed the parking problems that exist in the parking lot <br />at the rear of the Cabarrus County Courthouse. The Board authorized the <br />issuance of tickets for illegally parked vehicles as provided for in the <br />Parking Lot Ordinance of January 6, 1977 with the fines as specified as <br />well as the continuation of the removal by towing of illegally parked <br />vehicles in access lanes or in reserved parking spaces. Furthermore, the <br />Board authorized the Sheriff to proceed with having tickets printed for this <br />purpose and to set up a procedure by which this provision of the Ordinance <br />will be followed.. <br /> <br /> <br />
