459 <br /> <br /> Mr. W. S. Chandler, Jr., Planning Director, presented the Cabarrus County <br />Financial Participation in Residential Participation in Residential or <br />Subdivision Road Paving.P.plicy and.procedures Manual to the Board. Mr. Chandler <br />and Mr. John Boger, County Attorney, explained the general procedures for <br />administering the Paving Participation Program in Cabarrus County. The Board <br />was requested to review the manual and notify either Mr. Chandler Or Mr. Boger <br />of any proposed changes. <br /> Chairman Cook stated that this was the day and hour scheduled for a public <br />hearing for road name changes and asked if anyone were present who wished to <br />speak for or against these name changes. <br /> Mr. Charles McGinnis, County~Manager, reported that Knox Street had been <br />removed for consideration at the public hearing at the request of the property <br />owners on the street. <br /> Residents of Briarwood Circle spoke in opposition to the changing of the <br />name of their street to Amhurst Circle. The Board requested the residents of <br />this street to work with the Planning Director in order to select a new name <br />for this street which would be acceptable to them. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board approved the following road name changes. <br /> <br />Unnamed to Plyler Road <br />Unnamed to Moss Drive <br />Unnamed to Sybbie Street <br />Unnamed to Trails End <br />Unnamed to Ponderosa Lane <br />Timber Lane to Walden Lane <br />Pinedale Lane to Forsythe Lane <br />North Drive to Troxler Circle <br /> <br /> Mr. David Kelly, Assistant Secretary for Public Safety with the North <br />Carolina Department of Crime Control and Public Safety, reviewed the upcoming <br />exercise scheduled for December 5 and 6, 1980 of the Emergency Response Plan <br />for Support of the McGuire Nuclear Powered Electric Gererating Plant. Two <br />Cabarrus County schools, Northwest High School and Winecoff Elementary School, <br />will be used during the exercise to provide shelter for evacuees from the <br />Davidson, Huntersville, and Cornelius areas. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br />unanimously carried, the Board appointed Chairman Cook to serve as the County <br />Liaison Representative at the State Emergency Response Team Headquarters to be <br />located at the Air National Guard Facility at Douglas Airport in Charlotte, <br />North Carolina on Saturday morning, December 6, 1980, during the McGuire Plant <br />Exercise. <br /> Mr. Ted Nordman of Architectural Planning Associates, P.A., reviewed the <br />site plan and specifications for the proposed County Service Garage to be <br />located on Union Cemetery Road with the Board. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the site plan and specifications as <br />presented by Mr. Ted Nordmam and authorized Mr. Nordman to proceed with the <br />advertisement for bids for the County Service Garage project. <br /> Mr. Charles McGinnis, County Manager, reported that a deputy from the <br /> Cabarrus County Sheriff's Department had found an individual cutting a tree <br /> on County property. He requested instructions from the Board regarding the <br /> procedure for handling this matter. <br /> UPON MOTION of Commissioner Lentz, seconded~ by Commissioner Bonds and <br /> unanimously carried, the Board agreed to delegate authority to the County Manager <br /> to. decide on the appropriate action to be taken on any person damaging County <br /> property. <br /> Mr. Blake Norwood, Project Engineer with the Planning and Research Branch <br /> of the North Carolina Department of Transportation, presented a map entitled <br /> the Concord-Kannapolis-China Grove-Landis Thoroughfare Plan to the Board for <br /> their consideration and review. <br /> <br />RESOLUTION BY CABARRUS COUNTY FOR THE <br />ADOPTION OF THE KAN-LA-CON THOROUGHFARE <br />PLAN WHICH WILL INCLUDE THE MUNICIPALITY <br />OF CONCORD AND THE URBANIZED AREA OF <br />KANNAPOLIS: AND THE MUNICIPALITIES OF <br />LANDIS AND CHINA GROVE WITHIN ROWAN COUNTY <br /> <br /> The following resolution was offered by Commissioner Milloway and seconded <br />by Commissioner Lentz and upon being put to a vote was carried unanimously on <br />the 10th day of November, 1980: <br /> <br /> <br />
