466 <br /> <br /> Chairman Bonds requested that the liaison appointments mare a monthly <br />report to the Board at the meeting on the first Monday of each month. <br /> Mrs. Betsy Carpenter, President of the Cabarrus Animal Protection <br />Association, requested the Board to adopt an ordinance to regulate the <br />cleanliness of dog lots in Cabarrus County. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board referred the request for a dog lot ordinance <br />to the Cabarrus County Board of Health for consideration with a recommendation <br />to be made to the Board of Commissioners upon approval of a dog lot ordinance <br />by the Health Board. <br /> Chairman Bonds adjourned the meeting at 12:00 P.M. for lunch. The <br />meeting reconvened at 1:00 P.M. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board moved to go into Executive Session to <br />discuss property and personnel matters. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Executive Session was terminated. <br /> Mr. John R. Boger, Jr., County Attorney, reported that the Board had <br />discussed the purchase of land during Executive Session and had authorized <br />Mr. Charles McGinnis, County Manager, and Mr. Boger to negotiate with the <br />owners and report the price and terms available for the purchase of the land <br />to the Board. <br /> Chairman Bonds reported that personnel was discussed during Executive <br />Session and that no action had been taken regarding personnel. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board approved the job reclassification of Mr. James L. <br />Pharr from Fire Marshal to Assistant Emergency Services Director for Cabarrus <br />County. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Bonds with <br /> Chairman Bonds and Commissioners Lentz, Payne, and Nash voting for and Commissioner <br /> Cook voting against,~the Board moved that Mr. James L. Pharr's salary be adjusted <br /> with an increase of approximately $2,000.00 annually in accordance with his <br /> new job classification as Assistant Emergency Services Director. This salary <br /> adjustment will be effective January 1, 1981. <br /> Commissioner Cook stated that he was not opposed to giving Mr. James <br /> Pharr a raise but was opposed to giving a raise in the middle of the fiscal <br /> year and not taking into consideration all County employees. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne with <br /> Chairman Bonds and Commissioners Nash and Payne voting for and Commissioners <br /> Cook and Lentz voting against, the Board moved that the salary of the following <br /> personnel of Cabarrus County be increased effective January 1, 1981 in the <br /> amount of $2,000.00 annually: Sheriff, Register of Deeds, and Veterans Service <br /> Officer. <br /> The Board stated that it would be at the discretion of the County <br /> Manager to apply these $2,000.00 annual salary adjustments to the County Pay <br /> Plan to grant an annual increase as close as possible to the specified amount <br /> of $2,000.00 for these personnel. <br /> Commissioner Cook stated that he was opposed to granting a raise in the <br /> middle of the fiscal year without considering all County employees for possible <br /> merit raises. <br /> Commissioner Cook made the motion to request the State Personnel Office <br /> to do a classification and salary schedule for all Cabarrus County employees. <br /> Motion was seconded by Commissioner Lentz. <br /> UPON MOTION of Commissioner Nash, an amended motion was introduced to <br /> direct the County Manager to request the State Personnel Commission to do a com- <br /> prehensive study of the salaries of all Cabarrus County personnel to be completed <br /> prior to budget preparation time. Motion was seconded by Chairman Bonds and <br /> carried unanimously. <br /> Commissioner Payne made motion to give Mr. Charles McGinnis, County <br /> Manager, a ten percent (10%) annual salary increase effective January 1, 1981. <br /> Motion was seconded by Commissioner Cook. <br /> UPON MOTION of Commissioner Nash, an amended motion was introduced to <br /> increase the County Manager's salary $2,000.00 annually effective January 1, <br /> 1981. Motion was seconded by Chairman Bonds and passed by the following vote. <br /> Yes: Chairman Bonds and Commissioner Nash, Payne, and Cook <br /> No: Commissioner Lentz <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
