471 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina on Monday, January 5, <br />1981, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend George E. Campbell, Jr., of McKinnon <br />Presbyterian Church. <br />UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of December 15, 1980 were approved as written. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board adopted the following ordinance. <br /> <br />AN ORDINANCE ESTABLISHING LICENSING FEES <br />FOR SECONDHAND PRECIOUS METAL BUSINESS <br /> <br /> WHEREAS, pursuant to Chapter 153A, Section 121, of the General <br />Statutes of North Carolina, a county may by ordinance define, regulate, prohibit <br />or abate acts, omissions or conditions detrimental to the health, safety or <br />welfare of its citizens and the peace and dignity of the county. <br /> NOW, THEREFORE, the ~ounty Board of Commissioners of Cabarrus County <br />hereby adopts the following ordinance: <br /> Section 1. Secondhand precious metal businesses shall pay a license fee of <br /> TWO HUNDRED FIFTY DOLLARS ($250.00) per year; said license to be <br /> obtained from the Tax Collector Office of Cabarrus County on or <br /> before the 1st day of January of each year. This license fee is <br /> due and payable for each successive year. <br /> Section 2. Bonds <br /> <br />Chairman <br /> <br /> Mr. Aubrey Cheek, Dean of Continuing Education with Rowan Technical College, <br />presented a six months report on the continuing education benefits provided in <br />Cabarrus County by the College. He requested that the Board establish a liaison <br />with Rowan Technical College in order for the Board to have a better understanding <br />of the school's operations in Cabarrus County. <br /> Chairman Bonds appointed Commissioner Nash to serve as liaison with Rowan <br />Technical College. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Board approved the appointment of the following persons <br />to the Cabarrus County Parks and Recreation Advisory Commission. <br /> <br /> Name <br />W. Johnson of Sherrill and Smith, CPAs, was present to review the <br />County's annual audit for the fiscal year 1979-80 with the Board. <br /> Chairman Bonds stated that this was the day and hour scheduled for a public <br /> hearing for road name changes and asked if anyone were present who wished to <br /> speak for or against these road name changes. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br /> unanimously carried, the Board approved the following road name changes. <br /> <br />Mission Road to <br />Briarwood Circle to <br /> <br />Mauney Road <br />Sagebrush Circle <br /> <br /> <br />
