475 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular session <br />at the Courthouse in Concord, North Carolina on Monday, January 19, 1981, at <br />6:00 P.M. <br /> Present - Chairman: Ralph Co Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend J. Hurley Thomas, III, of the Kerr <br />Street United Methodist Church. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the minutes of January 5, 1981 were approved as written. <br /> Mrs. Margaret Moses, President of the Cabarrus Arts Council, Inc., addressed <br />the Board regarding the Cabarrus Arts Council. She requested that the Board <br />endorse the Cabarrus Arts Council as the County's advisory board for guidance <br />and development of the arts in Cabarrus County. <br /> Ms. Fran Tomlin, Volunteer Chairman of the Community Artist Residency <br />Training Program (CART) of the Cabarrus Arts Council, reviewed future plans for <br /> the CART program in Cabarrus County. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and unanimously <br /> carried, the Board endorsed by resolution the Cabarrus Arts Council. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and unanimously <br /> carried, the Board reappointed the following persons to the Kannapolis Street <br /> Planning Board for a one-year term ending December 31, 1981. <br /> <br />Mr. James Odell <br />Mr. Leonard Barlow, Jr. <br />Mr. J. R. Tomlinson, Jr. <br /> <br /> The Board set a public hearing for 10:00 A.M.~on Monday, February 2, 1981, <br />for the following road name changes. <br /> <br />Unnamed Road to <br />Unnamed Road to <br />Troxler Circle to <br /> <br />Famous Drive <br />Mammoth Oaks Drive <br />Lucky Drive <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and unanimously <br />carried, the Board approved the addition of the following streets to the State <br />Road System. <br /> <br />Fieldcrest Circle <br />Cashion Court <br />Plantation Road <br /> <br />Bids received for Cabarrus County Jail food service were as follows. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />December 15, 1980 <br /> <br /> VENDOR <br />The Old Hills Restaurant <br /> <br />DESCRIPTION <br /> <br />UNIT PRICE <br />BULK METHOD <br /> <br /> UNIT PRICE <br />INDIVIDUALLY BOXED <br /> <br />Breakfast $1.55 $1.65 <br />Lunch $1.75 $1.85 <br />Supper $1.70 $1.75 <br /> <br /> Mr. Charles McGinnis, County Manager, reported that members of the Sheriff's <br />Department had recommended that the bulk method be used to supply food for the <br />jail. Mr. McGinnis also informed the Board that the management of the Red Pig <br />Restaurant had indicated to him that they did not wish to submit a formal bid but <br />had stated they would continue to provide food service for the jail as in the past. <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash with Chairman <br />Bonds and Commissioners Nash, Payne, and Cook voting for and Commissioner Lentz <br />voting against, the Board awarded the bid for a one year contract beginning <br />February 1, 1981 for supplying food service in the bulk method to the Cabarrus <br />County Jail to the sole bidder, The Old Hills Restaurant, at the following unit <br />price per meal: Breakfast - $1.55, Lunch - $1.75, and Supper - $1.70. <br /> The Board reviewed the Health Board's proposed amendment to the Dog Leash <br />Ordinance stating that "all dogs will be kept in clean pens" and a Dog Lot <br />Ordinance prepared by Mr. John R. Boger, County Attorney. <br /> <br /> <br />
