485 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina on Monday, <br />February 16, 1981, at 6:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Michael Hopkins of the St. James <br />Catholic Church. <br /> The minutes of February 2, 1981 were corrected to read as follows: <br /> <br />Warrant Officer Ted Miller addressed the Board regarding the <br />construction of a new National Guard Armory building for Cabarrus <br />County. <br /> <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the corrected minutes of February 2, 1981 were <br />approved. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz with <br />Commissioners Cook, Lentz, Payne, and Chairman Bonds Voting for and <br />Commissioner Nash voting against, the Board adopted the following Parking <br />Lot Ordinance. <br /> <br /> Pursuant to North Carolina General Statute 153 (a)-170 and related <br />statutes, BE IT ORDAINED by the Board of Commissioners of Cabarrus County, <br />North Carolina, that the following parking ordinance be and the same is <br />hereby adopted. <br /> SECTION 1. DEFINITIONS:- <br /> For the purpose of this ordinance the following definitions shall apply: <br /> Vehicle: Every device in, upon, or by which any person or property <br />is or may be transported or drawn upon a street or highway. <br /> Parking: The stopping or standing of a vehicle, whether occupied or <br />not, otherwise than temporarily for the purpose of and while actually <br />engaged in loading or unloading. <br /> Parking Space: A space sufficient in size to accomodate a standard <br />automobile, which space is designated by appropriate lines and appropriate <br />markings or signs. <br /> Person: Any person, firm, association or corporation. <br /> <br /> SECTION 2. <br /> This ordinance shall apply to the County-owned property located in <br />the block bounded by Union Street, South; Means Avenue, Southeast; Church <br />Street, Southeast; and Corban Avenue, Southeast; and the County-owned prop- <br />erty on the south side of Means Avenue, Southeast, and the east side of <br />Church Street, Southeast. Parking any vehicle on said County property shall <br />be unlawful unless permitted by the provisions of this ordinance. <br /> <br /> SECTION 3. <br /> Parking shall be permitted on the County property hereinbefore defined <br />only in parking spaces and only as follows: <br /> A. Public Parking: Thirty-nine (39) parking spaces are hereby <br />designated as public parking spaces. The location of these parking spaces <br />shall be determined by the County Manager and these spaces shall be desig- <br />nated by sign or other markings. Persons transacting any business in the <br />Cabarrus County Courthouse may park their vehicles for a period of not <br />longer than sixty (60) minutes in the parking spaces designated for public <br />parking. <br /> B. Handicapped Parking: Two (2) parking spaces are hereby desig- <br />nated as parking spaces for handicapped persons. Only vehicles permitted <br />to park in handicapped parking spaces by North Carolina law may be parked <br />in these spaces. The location of these spaces shall be determined by the <br />County Manager and the spaces shall be designated by sign or other markings. <br /> C. Law Enforcement Vehicles Parking: Eighteen (18) parking spaces <br />are hereby designated aS parking spaces for law enforcement vehicles. The <br />location of these parking spaces shall be determined by the County Manager <br />and these spaces shall be designated by sign or other marking. Only <br />official government-owned law enforcement vehicles may be ~rked in the <br />spaces designated for law enforcement vehicles under the provisions of this <br />subsection. In addition, two of the spaces shall be reserved only for the <br />Sheriff and Chief Deputy Sheriff of Cabarrus County. <br /> <br /> <br />
