485 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina on Monday, February 16, 1981, at 6:00 P.M. Present - Chairman: Ralph C. Bonds Commissioners: J. Harold Nash Troy R. Cook James W. Lentz Kenneth F. Payne The invocation was given by Reverend Michael Hopkins of the St. James Catholic Church. The minutes of February 2, 1981 were corrected to read as follows: Warrant Officer Ted Miller addressed the Board regarding the construction of a new National Guard Armory building for Cabarrus County. UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and unanimously carried, the corrected minutes of February 2, 1981 were approved. UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz with Commissioners Cook, Lentz, Payne, and Chairman Bonds Voting for and Commissioner Nash voting against, the Board adopted the following Parking Lot Ordinance. Pursuant to North Carolina General Statute 153 (a)-170 and related statutes, BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North Carolina, that the following parking ordinance be and the same is hereby adopted. SECTION 1. DEFINITIONS:- For the purpose of this ordinance the following definitions shall apply: Vehicle: Every device in, upon, or by which any person or property is or may be transported or drawn upon a street or highway. Parking: The stopping or standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading. Parking Space: A space sufficient in size to accomodate a standard automobile, which space is designated by appropriate lines and appropriate markings or signs. Person: Any person, firm, association or corporation. SECTION 2. This ordinance shall apply to the County-owned property located in the block bounded by Union Street, South; Means Avenue, Southeast; Church Street, Southeast; and Corban Avenue, Southeast; and the County-owned prop- erty on the south side of Means Avenue, Southeast, and the east side of Church Street, Southeast. Parking any vehicle on said County property shall be unlawful unless permitted by the provisions of this ordinance. SECTION 3. Parking shall be permitted on the County property hereinbefore defined only in parking spaces and only as follows: A. Public Parking: Thirty-nine (39) parking spaces are hereby designated as public parking spaces. The location of these parking spaces shall be determined by the County Manager and these spaces shall be desig- nated by sign or other markings. Persons transacting any business in the Cabarrus County Courthouse may park their vehicles for a period of not longer than sixty (60) minutes in the parking spaces designated for public parking. B. Handicapped Parking: Two (2) parking spaces are hereby desig- nated as parking spaces for handicapped persons. Only vehicles permitted to park in handicapped parking spaces by North Carolina law may be parked in these spaces. The location of these spaces shall be determined by the County Manager and the spaces shall be designated by sign or other markings. C. Law Enforcement Vehicles Parking: Eighteen (18) parking spaces are hereby designated aS parking spaces for law enforcement vehicles. The location of these parking spaces shall be determined by the County Manager and these spaces shall be designated by sign or other marking. Only official government-owned law enforcement vehicles may be ~rked in the spaces designated for law enforcement vehicles under the provisions of this subsection. In addition, two of the spaces shall be reserved only for the Sheriff and Chief Deputy Sheriff of Cabarrus County.
