502 <br /> <br /> Mr. Billy Stafford, resident of the Silver Hill Community, requested the <br />Board's assistance in helping residents clean up and improve that community. <br />He cited the problems of dilapidated and unsafe houses, the dumping of <br />garbage in the community, and the raising of cows, hogs, and chickens in <br />such a densely populated area. <br /> Reverend Charles Woody and Ms. Sadie Lawing also addressed the Board <br />regarding the conditions of the Silver Hill Community and asked the Board's <br />help in cleaning up this community and bringing housing up to standard. <br /> Commissioner Cook made the motion that the Board direct the County <br />Health Deparment to go into the community to see what would have to be done <br />to clean up the area. Chairman Bonds, Commissioner member of the Cabarrus <br />County Health Board, stated that representatives from the Health Department <br />would visit the area to determine what action should be taken at this time. <br />In addition, Chairman Bonds requested the County Manager and the County <br />Attorney to investigate the manner of dilapidated homes to determine what <br />avenues need to be taken by the County to have the old houses torn down. <br /> Chairman Bonds thanked the residents for attending the meeting and <br />assured them that the Board would address the problems of the Silver Hill <br />Community with as much consideration as possible in order to aid the <br />residents in improving this area. <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash and <br />unanimously carried, the Board endorsed the following joint resolution and <br />directed the County Manager to write letters to the members of the Cabarrus <br />County legislative delegation stating the Board's support of a local bill <br />that would allow the Concord City Board of Education and the Cabarrus County <br />Board of Education to establish school district lines between the two systems <br />as well as expressing the Board's support of House Bill 164 - County Road <br />Naming Notice Change. <br /> <br /> JOINT RESOLUTION <br /> BETWEEN THE <br /> CONCORD CITY' BOARD' OF EDUCITION <br /> AND THE <br />CABARRUS COUNTY BOARD OF EDUCATION <br /> <br /> WHEREAS, the City of Concord and the Concord City Schools boundary <br />lines are coterminous; and <br /> WHEREAS, the City of Concord has made known plans for extensive <br />annexation; and <br /> WHEREAS, the annexation plan includes a minimum of two, and possibly <br />more, county school buildings; and <br /> ~EREAS, the annexation plans could affect the populatio~ of three <br />city schools and eight county schools; and <br /> WHEREAS, the emotional trauma and upheaval of students because of <br />reassignment is of great concern to both Boards of Education; and <br /> WHEREAS, cooperation between City and County Boards of Education is <br />a well-established pattern; and <br /> WHEREAS, entrusting the boundaries of school districts to the two <br />Boards of Education is a feasible solution; <br /> THER~RE~IT ~HEREBY RESOLVED THAT the two Boards of Education do <br />jointly seek repeal of Chapter 1055 of the 1957 Session Laws of the North <br />Carolina General Assembly, and request that the Cabarrus County members of <br />the North Carolina General Assembly do introduce immediately a local bill that <br />will allow the Concord City Board of Education and the Cabarrus County Board <br />of Education to establish school district lines between the two school units. <br /> <br />Approved by the Concord City Board <br />of Education on this,the 23rd day <br />of February, 1981 <br /> <br /> /s/ J.
