506 <br /> <br /> Mr. David Clark, co-owner of the Jackson Park Furniture Company in <br />Kannapolis, addressed the Board regarding the need for increased allocation <br />of funds for law enforcement and additional law enforcement personnel for <br />the County, especially in the Kannapolis area. <br /> Chairman Bonds thanked Mr. Clark for attending the meeting and assured <br />him that the matter would be taken into consideration during the preparation <br />of the budget for 1981-82. <br /> Mr. Dave Roberts of the North Carolina Department of Transportation <br />presented a slide presentation on the Governor's Blue Ribbon Committee <br />Report on Road Conditions. <br /> Mrs. Betsy Carpenter, President of the Cabarrus County Animal Protection <br />Association, addressed the Board regarding animal control in the County <br />and urged the Board to consider adopting a Bog Licensing Ordinance for <br />Cabarrus County. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board agreed for Commissioner Payne, Mrs. Betsy <br />Carpenter, Mr. Charles McGinnis, and Mr. Leon Overcash to meet as a committee <br />to work out some type of ordinance that would perhaps solve some of the <br />problems involving dogs in the County and would provide for a program which <br />the County could successfully implement. <br /> Mr. Everette Gilliam, resident of Kannapolis, reauested that this <br />committee also investigate the possibility of licensing cats in addition <br />to dogs in the County. <br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and <br />unanimously carried, the Board appointed the following persons as Fire <br />Protection District Commissioners for two-year terms ending March 31, 1983. <br /> <br />ALLEN <br />Tom Joyner <br />Ed Phillips <br />Randy Daniels <br /> <br />MT. Biggers <br /> <br /> Mr. Charles McGinnis, County Manager, reported that there were some <br />poles located on a Duke Power ri~ht-of-way at the County service garage <br />site which were delaying construction of the facility. He informed the <br />Board that Duke Power had agreed to move these poles if a new right-of- <br />way were ~ranted across the County property. <br /> <br /> <br />
