507 UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and unanimously carried, the Board moved to proceed with the necessary steps to have the poles removed from the service garage construction site and unanimously agreed that it was the intent of the Board to grant a new easement to Duke Power Company that is parallel to the existing main power line right-of-way across property at the County service garage site as specified on the map submitted by Mr. Michael L. Conner on March 20, 1981, upon receipt of necessary papers from Duke Power Company. UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and unanimously carried, the Board endorsed the "Clean Up Litter" weeks of April 13-18 and September 14-18, 1981, as designated by the North Carolina Department of Transportation. UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and unanimously carried, the Board deferred appointments to the Board of Electors of the Southern Piedmont.Health Systems Agency and nominations for consumer and provider positions to this Agency until the next Board meeting. Mr. Charles McGinnis, County Manager, reported that bids had been received for word processing equipment for the Cabarrus County Health Department. He recommended that the bid award not be made at this time as both the positions of Health Administrator and Administrative Secretary/ Clerical Supervisor were vacant at the Health Department. UPON MOTION of Chairman Bonds, seconded by Commissioner Nash and unanimously carried, the Board deferred the bid award for word processing equipment for the Health Department until the Health Administrator position has been filled. UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and unanimously carried, the Board authorized the transfer of $570.66 from the Commissioners' Contingency Fund to Capital Construction-Service Garage for the electrical wiring of the grinder pump at the County service garage by Steele Electric Company, Inc. UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and unanimously carried, the Board authorized the following budget amendment in the Capital Project Renovation Fund. INCREASE REVENUE 30-6-36-60-083/Sales Tax 'Refund $6,800.00 INCREASE EXPENSES 30-9-36-20-820/Ambulance BUilding $6,800.00 UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and unanimously carried, the Board authorized the following budget amendment in the General Fund. DECREASE EXPENSES 9-19-10-660 Contingency $7,500.00 INCREASE EXPENSES 9-32-30-729 Land Records Program $7,500.00 The following resolution was offered by Commissioner Cook and a motion was made by Chairman Bonds that it be adopted, this motion was seconded by Commissioner Nash, and upon being put to a vote, was unanimously carried; WHEREAS, the North Carolina Department of Justice Police Information Network plans to make available to law enforcement agencies and other appropriate agencies of the State through the use of a centralized computer system various information now available or to be developed essential to the efficient operation of said agencies such as, but not limited to, information contained in the Department of Motor Vehicles' files, information contained in the National crime InformatiOn Center, information contained in the State Bureau of Investigation's files, Department of Corrections' files, and information from local law enforcement agencies by the installation of a Police Information Network terminal inthe County of Cabarrus provided the County of Cabarrus agrees to furnish a proper site for installing such terminal, and the necessary personnel to operate said terminal, and further agrees to assume the rental cost of such terminal from the date of installation;~that said installation of a pOlice Information Network terminal is considered to be most necessary to the preservation of law and order and the promotion of public safety within the County; and
