Small, Clerk to the <br />Board of County Commissioners <br /> <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the use of factory baked aluminum <br />siding for the building at the County Landfill at the additional cost of <br />$572.00 as recommended by the Cabarrus County Board of Health and amended <br />the total cost of construction of the structure by Pole Buildings, Inc., <br />to $11,723.00 <br /> The Board set a work session for 7:30 P.M. on Thursday, May 7, 1981, in <br />the conference room of the Cabarrus County Planning Department to begin review <br />of the proposed Cabarrus County Zoning Ordinance. <br /> Mr. Manuel Kiser and Mr. Larry Williams, President of the Cabarrus <br />County Realtors' Association, addressed the Board regarding the public's <br />participation in the scheduled work session on the Zoning Ordinance. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br /> unanimously carried, the Board agreed that the meeting on May 7, 1981 would <br /> be a work session and that only members of the Board of Commissioners and <br /> staff would be permitted to speak during the meeting. <br /> Mr. John Boger, County Attorney, reviewed the proposed dog ordinance <br /> to license dogs in the County. After some discussion, the Board requested <br /> Mr. Boger to contact the Attorney General's Office to determine if the <br /> proposed licensing ordinance would be enforceable within the city limits. <br /> The Board deferred action on this matter until later in the meeting. <br /> Mrs. Boyce Hammer presented a complaint to the Board regarding the <br /> plans of Mr. F. W. Huntley to set up nine mobile homes on property near <br /> her home on Burlwood Drive. She cited fears that the sewage disposal system <br /> being installed for the trailer park would contaminate well water in the <br /> area. The Board requested that a representative from the Health Department <br /> be present at the afternoon session to discuss the matter. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br /> unanimously carried, the Board instructed the County Manager to check with <br /> the architect of the County service garage and the Cabarrus County Board of <br /> Education to determine if any money is available at the present time to <br /> inst~ll a fence on County property at the service garage site to provide <br /> additional secured parking area for school buses during the summer months. <br /> A report is to be made to the Board at the next meeting. <br /> Chairman Bonds adjourned the meeting until 2:45 P.M. <br /> The meeting reconvened in regular session at 3:45 P.M. following <br /> a visit to the Rocky River Wastewater Treatment Plant and a meeting <br /> as the Board of Equalization and Review. <br /> Mr. Steve Martin of the Cabarrus County Health Department reviewed <br /> the alternate sewage disposal system designed for the mobile home park <br /> to be located on Burlwood Drive. He reported that permits had been <br /> issued by the Health Department for this low pressure disposal system <br /> as the system meets all requirements and regulations of the Department. <br /> Mr. John Boger, County Attorney, reported he had contacted the <br /> Attorney General's Office and had been informed that the proposed licens- <br /> ing ordinance would not cover the municipalities in the County. He <br /> suggested the possibility of an ordinance which would levy a tax on all <br /> dogs in the County as specified in General Statutes 153A-153 and an <br /> amendment to the present dog leash law which would impose a $20.00 penalty <br /> for dogs picked up in the County without a tag. Mr. Boger explained <br /> that it would be necessary for the City of Concord to enact a similar <br /> control ordinance to provide for a penalty system for dogs picked up <br /> and not tagged within the city limits of Concord. <br /> <br /> <br />
