536 <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board adopted the following resolution. <br /> <br /> RESOLUTION OF REAFFIRMATION OF <br />COMMITTMENT TO INCREASE HOUSING <br />OPPORTUNITY WITHIN CABARRUS COUNTY <br /> <br /> WHEREAS, the Cabarrus County Board of Commissioners realized the housing <br />needs in the County and adopted the goals and objectives enumerated within <br />the Cabarrus County Housing Plan and, <br /> WHEREAS, further recognized the special demand for assisted housing <br />programs with wide geographic distribution including areas outside the <br />corporate limits of the County seat and <br /> WHEREAS, the Area-Wide Housing Opportunity Plan (AHOP) prepared by <br />the Centralina Council of Governments and adopted by formal resolution by <br />both the City of Concord and the County of Cabarrus is designed to <br />increase the distribution of HUD assisted housing over a wide geographic <br />area of the region to decrease the barriers to low income persons as they <br />seek assisted housing within the region and, <br /> WHEREAS, the Cabarrus County Board of Commissioners is aware of the <br />shift in distribution patterns utilized by HUD towards those areas outside <br />those jurisdictions previously receiving the bulk of the allocations and, <br /> WHEREAS, the Cabarrus County Board of Commissioners further recognizes <br />the importance of maintaining close Working relationships with all <br />jurisdictions within the County to insure that a fair share Of assisted <br />housing is allocated to all areas of Cabarrus County. <br /> NOW THEREFORE LET IT BE RESOLVED that the Board of County Commissioners <br />of Cabarrus County reaffirm their committment to aggressively secure all <br />appropriate housing opportunities and to work toward a cooperative agreement <br />with the City of Concord and the Concord Housing Authority for a successful <br />outreach program for low income persons outside the county seat to participate <br />in these programs. <br /> This resolution adopted after motion, second and roll call on this date. <br /> <br />DATED: <br />ATTEST: BOARD OF COUNTY COMMISSIONERS <br />Clerk to the Board of CABARRUS COUNTY, NORTH CAROLINA <br /> by: <br /> Ralph C. Bonds, Chairman <br /> <br /> Chairman Bonds adjourned the meeting at 12:00 P.M. until 2:15 P.M. <br /> The Board reconvened in the Commissioners' Meeting Room at 2:15 P.M. <br />following lunch and a tour of the Cabarrus Workshop. <br /> Mrs.~ Chester Cook of 1310 Meadow Avenue, Kannapolis, North Carolina, <br />appeared before the Board regarding the placement of two trailers on a <br />lot across the street from her home on which a duplex is presently located. <br />She stated she had received different answers from Mr. Charlie Irvin, <br />Building Inspector, regarding interpretation of the Minimum Lot Size <br />Ordinance and the legality of placing the second trailer on the lot. <br /> Chairman Bonds assured Mrs. Cook that the Board would investigate <br />the matter and report its findings to her. <br /> Mr. Charles McGinnis, County Manager, reported that Chairman Bonds had <br />signed a grant application subject to the Board's review and approval for <br />funding of the Cabarrus County Wilderness Adventure Program. The grant <br />application was due by June 1, 1981. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the submission of the grant application <br />for Community Based Alternatives funds in the amount of $2,604.00 for the <br />Cabarrus County Wilderness Adventure Program. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried,'the Board approved the following agreement between the <br />County and David M. Griffith & Associates, Ltd. <br /> <br /> AGREEMENT TO PROVIDE PROFESSIONAL ACCOUNTING SERVICES <br /> CABARRUS COUNTY, NORTH CAROLINA <br /> THIS AGREEMENT, entered into this 1st day of June, 1981 and effective <br />immediately by and between David M. Griffith and Associates, Ltd.(hereinafter <br />called the "Consultant") and the County of Cabarrus, State of North Carolina <br />(hereinafter called the "County"), WITNESSETH THAT: <br /> WHEREAS, the County has programs which it operates with Federal <br /> funding, and <br /> WHEREAS, the County supports these programs with support services <br /> paid from County appropriated funds, and <br /> <br /> <br />
