556 <br /> <br /> UPON AMENDED MOTION of Commissioner Payne, seconded by CommiSsioner <br />Lentz and unanimously carried, the Board moved to let the people of the <br />County decide whether or not beer and wine are to be sold in Cabarrus County <br />and to call for a beer and wine referendum in conjunction with another <br />referendum or the next County-~de election. <br /> The Board will specify at a later date the type of sale to be voted <br />on in the election. <br /> A number of the Cabarrus County Ambulance Service personnel were present <br />at the meeting. Commissioner Troy Cook, liaison to the Ambulance Service, <br />presented a list of complaints from the Ambulance Service personnel which <br />included the following: Concern over the condition of ambulance units, <br />blind spot when leaving ambulance substation, unsuitable water at substation, <br />lack of hot water at main ambulance station, lack of incentive pay for <br />personnel who have completed EMT-I¥ training, concern with number of work <br />hours, lack of fulltime secretary, request for additional money and training <br />for personnel, need for pagers for off-duty personnel, lack of time for meals <br />and for required six hours sleep while on duty twenty-four (24) hours, <br />concern with out of town calls, more access to recreation, no garbage pickup <br />at substation, problem with having yards mowed at ambulance stations, and <br />the need for better communications with the County. <br /> Mr. Roy Smith, employee of the Ambulance Service, stated that personnel <br />at .the Ambulance Service had been promised a salary increase to be effective <br />at the time of EMT-IV certification. He expressed dissatisfaction that <br />the Board had postponed salary adjustments for the personnel until receiving <br />results of the salary classification survey from the Institute of Government <br />in September, 1981. <br /> The Board discussed the fact that four of the five County ambulance <br />units were out of service during the preceding weeking. Concern was' <br />expressed regarding the use of the two oldest units for emergency calls due <br />to "metal stress" of the vehicles. <br /> Commissioner Nash made motion, seconded by Commissioner Cook, that the <br />two ambulance units would not be used for emergency calls and would be used <br />for only non-emergency or convalescent calls. <br /> UPON SUBSTITUTE MOTION of Chairman Bonds, seconded by Commissioner <br />Payne and unanimously carried, the Board authorized Mr. Ben Mabrey, Director <br />of Emergency Services, to check the two ambulance units and if he finds <br />them to be unfit, the units are to be taken off the road or used only for <br />convalescent calls as deemed appropriate by Mr. Mabrey. <br /> The Board instructed the County Manager to pursue in all haste to get <br />new ambulance units in service for the County. One ambulance is presently on <br />order and funds are allocated in the 1981-82 budget for the purchase of an <br />additional unit. <br /> Chairman Bonds expressed appreciation to the Ambulance Service personnel <br />for attending the meeting and stated the Board would take the matter into <br />consideration. <br /> UPON MOTION of Commissioner Payne~ seconded by Commissioner Nash and <br />unanimously carried, the Board designated Commissioner Cook as the votinR <br />delegate for Cabarrus County at the 74th Annual Conference of the North <br />Carolina Association of County Commissioners to be held in Winston-Salem in <br />August. <br /> The Board discussed the fact that Cabarrus County was included in the <br />House Bill 169 enacted by the General Assembly which authorizes the county <br />political party executive committee to appoint persons to fill vacancies in <br />the offices of county commissioners, sheriff, register of deeds, and other <br />offices. Cabarrus County had previously been excluded from this house bill <br />as requested by the Board of Commissioners on June 1, 1981. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and <br /> u~animously carried, the Board approved by resolution the addition of <br /> Cobblestone Lane to the state secondary road system. <br /> Mr. Charles McGinnis, County Manager, informed the Board that only <br /> one bid had been received on June 30, 1981 for a compactor for the County <br /> Landfill. This bid had not been opened at that time pending the wishes of <br /> the Board. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board moved to open the bid received from E. F. <br /> Craven Company on June 30, 1981, and to award the bid if all bid secifications <br /> were met. <br /> <br /> <br />
