555 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook <br />and unanimously carried, the Board agreed by resolution to let the following <br />contracts for Phase I, Stage 1 construction of Frank Liske Park - General <br />Contract to Cabarrus Construction Company in the amount of $439,772.00, <br />Electrical Contract to Howard Electric Company in the amount of $25,066.00, <br />and Plumbing Contract to Powers Plumbing in the amount of $15,031.00 - and <br />stated that all work change orders would be subject to the County Manager's <br />approval. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board agreed to earmark funds in the amount of <br />$44,779.00 from the Commissioners' Contingency Fund for construction contracts <br />for the Frank Liske Park. <br /> Mr. T. L. Patterson and Mr. Dave Roberts of the North Carolina Department <br />of T~ansportation presented the preliminary secondary road program proposal <br />for Cabarrus County for the fiscal year 1981-82. Mr. Roberts stated the <br />final presentation of the secondary road program for Cabarrus County would be <br />presented at a public hearing during the next regular Board meeting. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the Board recommended that the proposed 1981-82 Cabarrus <br />County Secondary Construction Plan'~be presented at a public hearing at the <br />Board's next regular meeting on July 20, 1981. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board authorized the Chairman of the Board, the County <br />Manager, and the County Planning Director to compose a letter to the Secretary <br />of Transportation concerning the condition of Poplar Tent Road and requesting <br />that Poplar Tent Road be added to the primary road system. <br /> Chairman Bonds asked if anyone were present who wished to speak regarding <br /> the proposed participative paving project for Hardwood Lane. <br /> Mr. Charles McGinnis, County Manager, reported that he had received <br /> a request to postpone action on the participative paving project for <br /> Hardwood Lane for a period of thirty '(30) days as residents of the street <br /> did not have the required funds at this time. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br /> unanimously carried, the Board postponed the public hearing scheduled on this <br /> date for the participative paving project of Hardwood Lane until August 3, <br /> 1981, at 10:00 A.M. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br /> unanimously carried, the Board directed that the resolntion establishing <br /> the Participative Paving Program be amended to state that all money required <br /> from residents for the paving project must be "in hand" by the County before <br /> any money is spent for legal advertisement of the project. The Board agreed <br /> that it would not recognize a participative paving request until all money <br /> for the property owner's share of the project has been received. <br /> Mr. Ronald Overcash requested the Board to call for an election for sale of <br /> malt beverages and fortified wine in Cabarrus County. Other persons speaking <br /> in favor of a beer and wine referendum included Messrs. W. Co Kiser, Jr., <br /> Marshall James Lee, and Carl Overcash. <br /> ~ Reverend Farrell Shimpock of Oak Ridge Baptist Church expressed concern <br /> that the sale of beer and wine in the County would lead to the destruction of <br /> the County's young people. <br /> Reverend Charles Stafford objected to the Board's calling for a beer and <br /> wine referendum, stating that persons desiring referendum should submit petitions <br /> with necessary number of signatures to call for an election. He stated the <br /> Board would be putting a "stamp of approval" on the sale of beer and wine if <br /> it called for a referendum. <br /> Mr. Don Efird stated opposition to the sale of beer and wine, noting that <br /> no profit would be generated to the taxpayers by the sale of beer and wine in <br /> the County. <br /> Other individuals speaking against the sale of beer and wine as well as <br /> action by the Board tO call for a beer and wine referendum included Mmes. Ann <br /> French and Atha Hendrix, Reverend Charles M. Efird, and Messrs. Narry Beaver, <br /> J. W. Phillips, James Gardner, and Robert Christy. <br /> Commissioner Payne made motion, seconded by Commissioner Lentz, to let <br /> the people of the County decide whether or not beer and wine,re to be sold in <br /> Cabarrus County and to call for a beer and wine referendum in conjunction with <br /> another referendum. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br /> unanimously carried, the Board amended previous motion to state that a beer <br /> and wine referendum would be called in conjnn~ion with another referendum or <br /> the next County-wide election. <br /> <br /> <br />
