<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina on Monday,
<br />July 20, 1981, at 7:00 P.M.
<br /> Present - Chairman: Ralph C. Bonds
<br /> Commissioners: J. Harold Nash
<br /> Troy R. Cook
<br /> James W. Lentz
<br /> Kenneth F. Payne
<br /> The invocation was given by Reverend JoeI Cherry of the Poplar Tent
<br />Presbyterian Church.
<br /> The minutes of July 7, 1981 were corrected to read as follows.
<br />
<br />UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne
<br />and unanimously carried, the Board amended previous motion to state
<br />that a beer and wine referendum would be called in conjunction with
<br />another referendum or the next County-wide election.
<br />
<br />UPON AMENDED MOTION of Commissioner Payne, seconded by Commissioner
<br />Lentz and unanimously carried, the Board moved to let the people of
<br />the County decide whether or not beer and wine are to be sold in
<br />Cabarrus County and to call for a beer and wine referendum in
<br />conjunction with another referendum or the next County-wide election.

<br />UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
<br />unanimously carried, the minutes of July 7, 1981 were approved as corrected.
<br /> Chairman Bonds announced that this was the day and hour scheduled for
<br />a public hearing for the proposed annual Secondary Road Program for Cabarrus
<br />County for the fiscal year 1981-82 and asked if anyone wished to speak
<br />regarding this program.
<br /> Mr. To L. Patterson, District Engineer with the North Carolina
<br />Department of Transportation, and Mr. John Burnette, Division Board member
<br />of the Board of Transportation, were present to review the Secondary Road
<br />Program and to ascertain the Board's decision regarding the proposed
<br />program for Cabarrus County for 1981-82.
<br /> Chairman Ralph Bonds informed Mr. John Burnette of the poor condition
<br />of Poplar Tent Road and ~the unsuccessful efforts of the Board of
<br />Commissioners for the past two years to have Poplar Tent Road added to the
<br />primary road system. He requested assistance from Mr. Burnette in having
<br />this road upgraded and added to the primary road system.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne
<br />and unanimously carried, the Board accepted the following 1981-82 Cabarrus
<br />County Secondary Construction Program as recommended by the State.
