564 <br /> <br /> Mr. T. L. Patterson presented the second preliminary secondary <br />road program proposal for Cabarrus County for fiscal year 1981-82. <br />The final presentation of this secondary road program will be <br />presented at a public hearing during the next regular Board meeting <br />on August 3, 1981. <br /> The Board discussed various roads in the County which need to <br />be resurfaced and upgraded. These roads included the Moose Lodge Road, <br />Irish Potato Road, Pitts School Road, and the road on which Mr. Lipe <br />Barrier lives. Commissioner Nash questioned the status of the study <br />pertaining to the upgrading of east-west arteries in the Kannapolis <br />area. <br /> Dr. William M. Irvin, Superintendent of the Concord City Schools, <br />presented information pertaining to the Vocational Rehabilitation School <br />Program in Cabarrus County. He reported that during the past year the <br />program had received 102 referrals, closed out 39 cases, and served a <br />total of 195 students. Mr. James Radcliffe, Director of the Vocational <br />Rehabilitation Services was also present to answer questions from the <br />Board regarding the program. <br /> Commissioner Lentz requested a monthly report on the services rendered <br />by the Vocational Rehabilitation School Program for members of the Board. <br /> Mrs. Frances B. Long, Social Services Director, was present on <br />behalf of Mr. Frank Liske, Chairman of a committee investigating the <br />possibility of creating a Senior Citizens Center in Cabarrus County, <br />to request the Board's approval for the submission of a grant application <br />to the Centralina Council of Governments for funding to develop a <br />coordination of services for the senior citizens of Cabarrus County. <br />She stated the program would be administered through the Department of <br />Social Services at this time and the County's ten percent (10%) matching <br />share of the grant would total $1,800.00. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board endorsed the submission of a grant application <br />to the Centralina Council of Governments for funding to develop a Senior <br />Citizens Cordinated Services for Cabarrus County and appropriated $1,800.00 <br />from the Commissioners' Contingency Fund as the County's share to fund this <br />program. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br /> unanimously carried, the Board approved the following additions to the <br /> state secondary road system - Applegate Drive and Leafmore Street. <br /> Mr. B. S. Brown, Jr., representing the Kannapolis Sanitary District, <br /> presented the following resolution which was read: <br /> <br />RESOLUTION RELATING TO THE ANNEXATION OF <br />TERRITORY TO KANNAPOLIS SANITARY DISTRICT <br /> <br /> BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR THE COUNTY OF <br />CABARRUS: <br /> Section 1. That the Board of Commissioners for the County of <br />Cabarrus has determined and does hereby find and declare: <br /> (a) That on July 20, 1981 a resolution was received from the <br />Sanitary District Board of the Kannapolis Sanitary District relating to <br />the annexation of territory to the Kannapolis Sanitary District. <br /> (b) That the territory described in the petition consists of the <br />property of Henry A. Fisher and wife and James W. Russell and wife. <br /> (c) That the petition was signed by all property owners within the <br />area requested to be annexed. <br /> (d) That said petition requests that all necessary action required <br />by Article 12 of Chapter 130 of the General Statutes of North Carolina for <br />the extension of the boundaries of the Kannapolis Sanitary District be <br />taken so as to annex the territory described in the petition unto the <br />Kannapolis Sanitary District. <br /> (e) That it is for the best interest of the Kannapolis Sanitary <br />District and the territory requested to be annexed unto the Kannapolis <br />Sanitary District that said territory be included within the boundaries <br />of the Kannapolis Sanitary District and receive the services of the <br />Sanitary District. <br /> Section 2. That the Board of Commissioners for the County of Cabarrus <br />does hereby approve the annexation of the territory described in the <br />petition unto the Kannapolis Sanitary District and does hereby recommend <br />to the North Carolina Commission for Health Services that it approve the <br />annexation of the territory unto the Kannapc. lis Sanitary District. <br /> <br /> <br />
