576 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />August 3, 1981, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Jacob B. Golden, Jr., of the <br />Center United Methodist Church. <br />UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of July 20, 1981 were approved as written. <br /> Mr. Bill Williams, Supervisor of the Alcohol Law Enforcement Division <br />of the North Carolina Department of Crime Control, reviewed the Alcoholic <br />Beverage Control Laws recently enacted by the General Assembly. He out- <br />lined the propositions which could be placed on the ballot for a malt <br />beverage and unfortified wine election. <br /> Commissioner Payne made motion, seconded by Commissioner Lentz, that <br />the Board pursuant to provisions of North Carolina General Statutes 18B-602(a) <br />call for a malt beverage election to be held in November with the following <br />proposition placed on the ballot: <br /> <br />To permit the "on-premises" sale of malt beverages by Class A <br />hotels, motels and restaurants only; and to permit "off-premises" <br />sales by other permittees. ( ) For <br /> ( ) Against <br /> <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz with <br />Commissioners Nash, Lentz, and Payne and Chairman Bonds voting for and <br />Commissioner Cook voting against, the Board approved amendment to previous <br />motion calling for a malt beverage election to state the Board was requesting <br />a malt beverage election to be held on the date of November 3, 1981. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with <br />Commissioners Payne, Lentz, and Nash and Chairman Bonds voting for and <br />Commissioner Cook voting against, the Board pursuant to provisions of <br />North Carolina General Statutes 18B-602(a) called for a malt beverage <br />election to be held on the date of November 3, 1981, with the following <br />proposition placed on the ballot: <br /> <br />To permit the "on-premises" sale of malt beverages by Class A <br />hotels, motels and restaurants only; and to permit "off-premises <br />sales by other permittees. ( ) For <br /> ( ) Against <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash with <br />Commissioners Lentz, Nash, and Payne and Chairman Bonds voting for and <br />Commissioner Cook voting against, the Board pursuant to provisions of the <br />North Carolina General Statutes 18B-602(d) called for an unfortified wine <br />election to be held on November 3, 1981 with the following proposition <br />placed on the ballot: <br /> <br /> To permit the "on-premises" and "off-premises" sale of unfortified <br /> wine. <br /> ( ) For <br /> ( ) Against <br /> <br /> Commissioner Cook stated opposition to the Board's calling for a <br />malt beverage and unfortified election at a time other than at a County- <br />wide election or in conjunction with another referendum due to the <br />additional cost to the taxpayers for a special election. <br /> Chairman Bonds stated that this was the day and hour scheduled for <br />a public hearing on the preliminary assessment roll for improving Hardwood <br />Lane, SR 1856, and asked if anyone were present who wished to speak for or <br />against this participative paving project. <br /> Mrs. Kathleen Jones, resident of Hardwood Lane, spoke in favor of the <br />paving project. <br /> <br /> <br />
