588 <br /> <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board appointed Mr. Joe Mingo, CETA Youthwork <br />Director, as Signatory Official for the CETA contract on behalf of the <br />County. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board designated Mr. O'Niel Turner, Veterans <br />Service Officer, as the Equal Employment Opportunity (EEO) Officer for the <br />Cabarrus County CETA employees provided that this appointment is acceptable <br />under the Federal guidelines for the CETA program. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board reappointed Mr. John Cline to the Cabarrus <br />County Planning Board for a three-year term ending August 31, 1984. <br /> Chairman Bonds announced the appointment of Mr. J. W. McGee of the <br />City of Concord, Mr. Glenn Hawfield of Cannon Mills Company, Commissioner <br />Harold Nash, and himself to serve on the "Blue Ribbon Committee" to study <br />the Cabarrus County Landfill. He stated he would appoint an additional member <br />to represent industry within several days. Two members..of the Board of Health <br />are to be appointed by that Board at a meeting on. August 27, 1981. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />TO DESIGNATE THE CONCORD-KANNAPOLIS-LANDIS-CHINA GROVE URBAN AREA AS <br />THE CABARRUS-ROWAN REGIONAL GROWTH CENTER IN THE STATE OF NORTH CAROLINA'S <br />BALANCED GROWTH POLICY. <br /> <br /> WHEREAS, the North Carolina General Assembly has recognized the <br />importance of reaching a higher standard of living throughout the state <br />by maintaining a balance of people, jobs, public services, and the <br />environment--supported by our growing network of small and large cities; <br />and <br /> <br /> WHEREAS~ the Governor has appointed an Interim Balanced Growth Board, <br />composed of the State Goals and Policy Board and the Local Government <br />Advocacy Council, to recommend ways to carry out the balanced growth <br />policy; and <br /> <br /> WHEREAS, the Interim Balanced Growth Board's formulated Balanced <br />Growth Policy does encourage economic progress and job opportunities <br />throughout the state--while at the same time maintaining our dispersed <br />population; and <br /> <br /> WHEREAS, the Balanced Growth Policy has established criteria to be <br />used in designating communities as growth centers, which have been defined <br />as those areas which have the willingness to pursue orderly development, <br />the potential to grow, and the capacity to accommodate additional growth; <br />and <br /> <br /> WHEREAS, the growth center boundary is based upon the definition of <br />an urban cluster, which has been defined as a core incorporated place, or <br />places, that is an active municipality or an unincorporated area of at <br />least 1,000 persons, and all adjacent census enumeration districts with <br />a density of 200 or more persons per square mile; and <br /> <br /> WHEREAS, the growth center classification system identifies the <br />extent to which an urban cluster provides jobs, goods and services to its <br />economic area, or multi-county planning region; and <br /> <br /> WHEREAS, the Concord-Kannapolis-Landis-China Grove urban area has <br />previously demonstrated, is presently demonstrating and in the future <br />will continue to demonstrate a willingness to pursue orderly development, <br />to show the potential for growth, and to have the capacity to accommodate <br />additional growth; and <br /> <br /> WHEREAS, the Concord-Kannapolis-Landis-China Grove urban area <br />qualifies for designation as a "regional" growth center, which is one <br />of the six classes of growth centers and, according to the criteria used <br />in making designations, described as the dominant urban cluster within a <br />multi-county planning region and defined as the dominant urban cluster <br />or clusters in population size and retail sales generated--relative to <br />its multi-county planning region; and <br /> <br /> <br />
