601 <br /> <br />This plan has been developed in consultation with the sheriff, health <br />director, county manager, and representatives of the county medical <br />society. By common agreement, the following health care services will be <br />afforded prisoners incarcerated in the Cabarrus County Jail: <br /> <br />1. Prisoners with health complaints or health problems will be seen <br /> by a health department nurse, physician, or at the Cabarrus <br /> Memorial Hospital Emergency Room. <br />2. On admission, all prisoners will be screened for health problems <br /> utilizing the Receiving Screening Form recommended by the American <br /> Medical Association and the North Carolina Medical Society. <br /> Where possible, this will be done by an EMT trained jailer. Where <br /> appropriate, referrals will be made on the basis of this screening. <br />3. Screening clinics, by a health department nurse, will be held <br /> for two (2) hours, twice weekly, for prisoners with health problems. <br /> This nurse will be a part-time employee of the health department, <br /> whose sole responsibility will be jail health screenings. This <br /> nurse will refer, to the H & M Medical Clinic or hospital emergency <br /> room, any problem requiring physician examination or treatment. <br />4. The H & M Medical Clinic will provide twenty-four (24) hour physi- <br /> cian backup to the jail for referral, consultation and treatment <br /> purposes. <br />5. As soon as possible, and on a continuing basis thereafter, the <br /> jail will have a trained EMT jailer available on a twenty-four <br /> (24) hour basis to conduct routine health screening of prisoners. <br /> 6. The Cabarrus County Health Department will endeavor to ensure that <br /> those prisoners who must be brought to the health department will <br /> be processed as soon as possible and returned to the jail. <br /> 7. D. <br />H & M Medical Clinic <br /> <br />Date 19 <br /> <br /> Mr. Fred Pilkington, Health Director, reviewed the proposed plan for <br />the Cabarrus County Health Department to provide flu vaccine to the elderly <br />and chronically ill of the County. He presented the proposal to purchase <br />800 doses of the vaccine at a cost of $1,540 with all unused vials of the <br />vaccine to be returned to the vendor for credit. <br /> Mr. Charles McGinnis, County Manager, recommended that the Board approve <br />the purchase of 1,000 doses of the vaccine and authorize any employee in <br />County government to receive the immunization from the Health Department if <br />the employee wishes to do so. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board authorized the Cabarrus County Health Department <br />to purchase 1,000 doses of flu vaccine to provide immunization to persons age <br />65 or over, to the chronically ill over the age of 13, and to any employee <br />in County government who wishes to receive the vaccine. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board appropriated $1,925 from the Commissioners' <br />Contingency Fund to the Health Department budget to cover the cost of the <br />purchase of 1,000 doses of flu vaccine for the immunization program to be <br />conducted by the Health Department. <br /> <br /> <br />
