Frieze, Jr., Engineer <br />Concord Engineering and Surveying <br />Inc. <br /> <br />~ Gary Simmons, Engineer <br />Concord Engineering and Surveying <br />Inc. <br /> <br /> Chairman Bonds appointed Commissioner Cook as the delegate for <br />Cabarrus County on the Steering Committee for the Certified Development <br />Company which is being organized by the Centralina Council of Governments <br />to provide Small Business Administration (SBA) guaranteed loans to private <br />industry for the expansion of plant and the purchase of equipment throughout <br />Region F. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the nomination of Mmes. Brenda <br />Safrit, Judy Dayvault, and Martha Macon for consideration of appointment <br />to the Board of Electors of the Southern Piedmont Health Systems Agency, <br />Inc. The Board directed that nomination forms for these persons be <br />forwarded to the agency. <br /> Chairman Bonds reported that Mr. Ray McKinney had terminated his <br />position as Tax Collector effective October 8, 1981. The Board reviewed <br />procedures for the appointment of a new Tax Collector for the County. <br /> Chairman Bonds made motion, seconded by Commissioner Lentz, to advertise <br />the position of tax collector in the two local newspapers and allow the <br />County Manager to interview applicants and refer the top three applicants to <br />the Commissioners for the appointment of the new tax collector by the Board. <br /> UPON SUBSTITUTE MOTION of Commissioner Cook, seconded by Commissioner <br />Nash with Commissioners Cook, Nash, Payne, and Lentz voting for and Chairman <br />Bonds voting against, the Board agreed to advertise for a tax collector in <br />the local newspapers with the Board members reviewing all applications and <br />interviewing selected applicants for appointment to the position of tax <br />collector. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br /> unanimously carried, the Board directed the County Manager to advertise the <br /> position of tax collector in the local newspapers and set the deadline for the <br /> receipt of applications at twelve (12) o'clock'noon on Monday, November 9, <br /> 1981. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br /> unanimously carried, the Board reappointed Mr. Jim Slaughter as the Youth <br /> representative on the Cabarrus County Parks and Recreation Advisory Commission <br /> for an additional one-year term ending July 31, 1982. <br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and <br /> unanimously carried, the Board endorsed by resolution the declaration by <br /> Governor James B.
