MORRIS <br />Controller <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board authorized the removal of the two walk-in <br />freezer units located in the old Gamble's building from the surplus property <br />to be sold at public auction on October 31, 1981. The units will be sold <br />at a later date. <br /> Mr. Ben Graham and Ms. Gloria Devon Bass presented a formal written <br />complaint to the Board charging that Ms. Bass was "brutally assaulted" by <br />Kannapolis Police Officer P. D. Brown on the night of September 30, 1981. <br />In the complaint to the Board, Ms. Bass outlined the events of September 30 <br />involving her arrest by Officer Brown and the medical treatment which she <br />received following the alleged beating by Officer Brown. <br /> Mr. John R. Boger, Jr., County Attorney, stated that the Board of <br />County Commissioners has no direct authority in the matter as the deputies <br />in the Kannapolis Police Department are under the jurisdiction of Sheriff J. B. <br />Roberts, an elected official of the County. He advised the complainants <br />that they could request the Grand Jury to hear the complaint but noted <br />that the Grand Jury was not required to listen and could do so only on its <br />own motion. <br /> Mr. Bill Stafford, resident of the Silverhill community, presented <br /> photographs of housing in that community. He requested that the Board <br /> allocate funds to provide for additional clean up in his community and <br /> asked for the County to set up a special fund to remove those burned <br /> homes in the community which the landowners refuse to remove. <br /> The Board reviewed State regulations which authorize the County Building <br /> Inspector to have condemned housing removed if the property owner refuses <br /> to so after public notification as to the intended demolition of this housing. <br /> The cost for the removal of the condemned housing is then assessed against <br /> the land owner for tax collection purposes. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board appropriated $12,000 from Unappropriated <br /> Fund Balance to the Building Inspection Department to use as necessary to <br /> take care of tearing down condemned homes throughout Cabarrus County. The <br /> Board requested that this program be started as quickly as possible. <br /> Chairman Bonds directed Mr. W. S. Chandler, Jr., Planning Director, <br /> tO proceed with the preparation of a Minimum Housing Ordinance for con- <br /> sideration of adoption by the Board. <br /> <br /> <br />
