627 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina, on Monday, December 21, <br />1981, at 7:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Rarold Nash <br /> Troy R. Cook <br /> James Wo Lentz <br /> Kenneth F. ?ayne <br /> The invocation was given by Reverend H. Richard Collins of the Young <br />Street Baptist Church. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the minutes of December 7 and December 9, 1981, were <br />approved as written. <br /> Mr. Wayne Hatley appeared in opposition to the construction of a dirt <br />race track in the area of Highway 601 and Joyner Road. He presented opposing <br />petitions from area residents and landowners as well as from area churches. <br />Mr. Hatley stated that the proposed race track would create the negative <br />effects of noise, dust, and traffic congestion in the surrounding community. <br /> Other persons speaking in opposition to the proposed race track <br />included Mmeso Linda Fisher, Ann Stacy, and Carleen Hartsell and Messrs. <br />J. A. Bost, George Barnard, and Oscar Coley. Basic objections to the <br />race track included the devaluation of land by the location of the race <br />track in the community and the destruction of the quiet residential area <br />by the noise created by the race track. <br /> Mr. Bobby Lefler, representative of the proposed race track, presented <br /> petitions signed by persons in favor of the facility. He informed the Board <br /> that there would be a buffer area built around the proposed race track to <br /> decrease the level of noise and that necessary steps would be taken by <br /> Mr. Henry Furr, developer of the proposed facility, to decrease the amount <br /> of dust in the area. <br /> Other individuals speaking in favor of the proposed race track included <br /> Mr. R. W. Barbee and Mrs. Yvonne Furr. <br /> Chairman Bonds thanked the citizens for expressing their interest <br /> regarding the proposed race track but stated there was no action that the <br /> Board of Commissioners could take on this matter at this time. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and <br /> unanimously carried, the Board appointed the following persons to the <br /> Domiciliary Home Community Advisory Committee. <br /> <br />Sarah Walker - 2 year term <br />Bill Covington - 3 year term <br />Opal Clayton - 1 year term <br />Mary Bridges - 3 year term <br />Letha Barrier - 2 year term <br /> <br /> Ms. Deborah J. Clarke, Chairperson of the Cabarrus County Community <br />Based Alternatives (CBA) Task Force, reviewed the proposal to expand the <br />present Cabarrus County Wilderness Adventure Program and to create a new <br />program which would offer psychological testing and evaluation to children <br />by the staff of the Piedmont Area Mental Health Center. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Board approved the submission of an application <br />by the Cabarrus County Community Based Alternatives (CBA) Task Force to <br />amend the original Program Agreement for the Cabarrhs County Wilderness <br />Program as follows with local funds to be provided by in-kind services. <br /> <br /> Original Budget <br />Amount Percentage <br /> <br /> New Budget <br />Amount Percentage <br /> <br />Total Budget $2,604.00 100% $8,972.00 100% <br />CBA Funds $1,996.00 77% $6,796.00 76% <br />Local Funds $ 608.00 23% $2,176.00 24% <br /> <br /> UPON MOTIGN of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the submission of a grant application <br />by the Cabarrus County Community Based Alternatives (CBA) Task Force for CBA <br />funding in the amount of $2,366.00 and local.funds in the amount of $592.00 <br />for the Cabarrus County Court Psychological Services Project. Ail local <br />funding will be provided in the form of in-kind services by the Piedmont Area <br />Mental Health Center. <br /> <br /> <br />
