628 <br /> <br /> The Board received the official certification of the proposed Zoning <br />Ordinance with changes, including both the full text of the proposed Ordinance <br />and the Zoning Atlas, from the Cabarrus County Planning Board. <br /> Chairman Bonds called a meeting for 6:30 P.M. on Monday, December 28, <br />1981, and Tuesday, December 29, 1981, for the Board to review the proposed <br />Zoning Ordinance and Atlas. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />WHEREAS, a proposed Zoning Ordinance with changes, including both the <br />full text of such Ordinance and the Zoning Atlas, has been certified <br />to the Board of Commissioners by the Cabarrus County Planning Agency; <br /> <br />NOW, THEREFORE, a Public Hearing on the Ordinance, pursuant to <br />G. S. 153A-323, shall be held at 7:00 P.M. on January 12, 1982 <br />at the Concord Middle School, and Notice of the hearing shall be <br />published as required by law. <br /> <br /> Commissioner Nash reviewed the report prepared by the Solid Waste <br />Study Committee concerning the operation of the Cabarrus County Sanitary <br />Landfill. Following is a list of recommendations from this committee. <br /> (1) That the landfill continue to be administered under the juris- <br /> diction of the health department. <br /> <br />(2) <br /> <br />That the landfill operation continue to be financed by the present <br />method (general fund) and that no sanitary districts be established <br />or any tipping fees be instituted as alternative means of financ- <br />ing. It was further recommended that the County Commissioners do <br />whatever is necessary to adequately finance the landfill operation <br />including an increase in taxes. <br /> <br />(3) That a dozer be acquired immediately through a lease-purchase <br /> agreement. <br /> <br />(4) <br /> <br />That the Board of County Commissioners establish a policy of <br />setting aside funds each year for replacement of landfill equipment <br />and the purchase of additional land. <br /> <br />(5) That the county proceed with getting approval on 8 of 25 acres of <br /> property fronting Irish Potato Road to use for landfill purposes. <br /> <br />(6) That no changes be made in the franchise garbage hauling system. <br /> <br />(7) That the Health Director and the Board of Health establish appro- <br /> priate rules of operating procedures and regulations for the landfill. <br /> <br />(8) That the county be aware of the long range need to acquire additional <br /> land for landfilling purposes. <br /> <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the adoption of the report by the <br />Solid Waste Study Committee concerning the operation of the Cabarrus County <br />Sanitary Landfill and directed the County Manager to proceed immediately with <br />the preparation of bid specifications for acquiring a dozer for the landfill <br />through a lease/purchase agreement. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board authorized the sale by sealed bids of the <br />following surplus property located in the old Gamble Building which was not <br />previously sold at public auction. <br /> <br /> 2 Cold Storage Lockers <br /> 2 Cooling Units for Storage Lockers <br /> 1 Gas Heating and Air Conditioning Unit with Duct Work <br />16 Light Fixtures <br /> 3 Bathroom Sinks <br /> 2 Commodes <br /> 4 Large Plate Glass Windows <br /> 2 Glass Doors <br /> 1 60' x 8' Aluminum Overhang on Front of Building <br /> Ail Electrical Switch Boxes and Wiring <br /> <br /> <br />
