Boger, Jr., announced that the approval of <br />issuance of Industrial Revenue Bonds to finance an industrial project for <br />Piedmont Plastics, Inc., would be deferred until a later meeting. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board apprOved the addition of Holt-Kay Road to <br />the state road system. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board deferred discussion on the proposed Minimum <br />Housing Code submitted by Mr. W. S. Chandler, Jr., Planning Director, until <br />the next regular meeting to allow the County Attorney to conduct research <br />on the legality of procedures involving the proposed ordinance. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash with <br />Commissioners Cook and Nash and Chairman Bonds voting yes, the Board appointed <br />Ms. Derelle H. Kiser as Cabarrus County Tax Collector for an eighteen (18) <br />month term ending June 30, 1983. <br /> The motion made by Commissioner Payne, seconded by Commissioner Lentz, <br />to appoint Mr. Frank Corbin as the Cabarrus County Tax Collector failed with <br />Commissioners Payne and Lentz voting yes. <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Cook and <br />unanimously carried, the Board directed County Attorney John R. Boger, Jr. <br />to start foreclosure proceedings immediately for any delinquent tax account <br />that is two years old. <br /> Commissioner Nash reported that he had talked with officials of the <br />Piedmont Area Mental Health Center and Mr. Robert Wall, Director of the <br />Cabarrus Memorial Hospital, and had confirmed that there are no facilities <br />for holding mental patients in Cabarrus County. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash with <br />Commissioners Cook, Nash, and Lentz and Chairman Bonds voting for and <br />Commissioner Payne voting against, the Board authorized Sheriff J. B. Roberts <br />to employ two part-time matrons to use as needed in that department. <br />The County will provide uniforms for these part-time personnel. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board appropriated $13,000.00 from the Commissioners' <br />Contingency fund to provide for the cost of hiring two part-time matrons <br />for the Cabarrus County Sheriff's Department. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board approved the following budget amendments. <br /> <br />SOCIAL SERVICES <br /> <br /> Present <br /> Line Item Approved Revised <br /> Acct. The remaining <br />amount is a State grant. <br /> <br /> Mr. Charles D. McGinnis, County Manager, reported that Mr. Leon <br />Overcash, Dog Warden, had contacted Oakboro Rendering Company regarding the <br />disposition of dead animals at the Animal Shelter. He stated Mr. Overcash <br />had learned that the company could pick up carcasses at the Animal Shelter <br />on Friday of each week. Mr. McGinnis informed the Board that it will <br />continue to be necessary to bury animals at the County landfill as the <br />euthanasia of animals is r~quired at least two days per week. <br /> <br /> <br />
