630 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Bonds and <br />unanimously carried, the Board authorized the pick up of dead animals at <br />the Cabarrus County Animal Shelter by the Oakboro Rendering Company. <br /> Mr. Charles D. McGinnis, County Manager, requested the Board's approval <br />to relocate the communications Office of the Cabarrus County Sheriff's <br />Department to the basement of the County Courthouse to accommodate the two <br />new radio consoles which are being provided by an Emergency Medical Services <br />grant. He stated the cost of relocating the center would be approximately <br />$5,OOO.OO. <br /> The Board reviewed a proposal by Henningson, Durham & Richardson, Inc., <br />to conduct a space needs study of the County Courthouse at a cost of <br />$3,900.00. <br /> Motion was made by Commissioner Cook, seconded by Commissioner Payne, <br />to defer decision on the relocation of the Communications Center to the <br />Courthouse basement and to authorize the space needs study by Henningson, <br />Durham & Richardson, Inc., with the appropriation of $3,900.00 from the <br />Commissioners' Contingency Fund to cover the cost of the study. <br /> UPON SUBSTITUTE MOTION of Commissioner Payne, seconded by Commissioner <br />Nash and unanimously carried, the Board postponed action on the proposed <br />relocation of the Communications Center to the Courthouse basement and <br />the proposed space needs study by Henningson, Durham & Richardson, Inc. <br />The Board directed the County Manager to contact Henningson, Durham & <br />Richardson, Inc., to clarify that all areas of the County Courthouse including <br />the courts, District Attorney's Office, and the Sheriff's Department would <br />be considered in the space needs study of the County Courthouse. <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Cook and <br />unanimously carried, the Board moved to go into Executive Session to discuss <br />a personnel matter.and to confer with the County Attorney. <br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and <br />unanimously carried, the Executive Session was terminated. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook with <br />Commissioners Nash, Cook, and Payne and Chairman Bonds voting for and <br />Commissioner Lentz voting against, the Board moved that effective December 21, <br />1981, Cabarrus County establishes a Land Records Department and that Mr. <br />Tom Speer be appointed Director of that department at an annual salary of <br />$19,500.00 and that included with the formation of that separate department <br />that two additional employees be hired. One employee is to be a senior <br />draftsman at or about the rate of $14,000.00 a year and the other is to be <br />a junior or entry level draftsman at a rate of $12,000.00 on an annual basis. <br />The salaries of the additional employees and the salary of the director are <br />to be computed beginning January 1, 1982. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash with <br />Commissioners Cook, Nash, and Payne and Chairman Bonds voting for and <br />Commissioner Lentz voting against, the Board appropriBted $22,500.00 from <br />the Commissioners' Contingency Fund to cover the cost of the two new <br />employees for the Land Records Department and the cost of the adjusted <br />salary for the Land Records Manager. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
