633 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 6:30 P.M. <br />on Tuesday, December'29, 1981, at the County Courthouse in Concord, North <br />Carolina, in a called meeting for the purpose of reviewing the proposed <br />Zoning Ordinance and Atlas as certified by the Planning Board and to approve <br />any intended changes to be made at the time of adoption of the Zoning <br />Ordinance and Atlas. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Cabarrus County Planning Board who were present for the <br />meeting were as follows. <br /> Mr. Billy Plummer <br /> Mr. John Cline <br /> Mr. Raiford Troutman <br /> Ms. Gail Rhinehart, resident of the one-mile perimeter around the <br />wastewater treatment plant, requested that the proposed zoning of A-I for <br />the perimeter be desolved. She also stated that on summer nights there was <br />some odor created by the plant and at night some noise was caused by the <br />presence of the plant. <br /> Mr. David Manuel Kiser also stated opposition to the A-I zoning of the <br /> one-mile perimeter of the wastewater treatment plant due to the heavily <br /> populated area along Simplicity Road. <br /> Other residents of the one-mile perimeter around the wastewater treat- <br /> ment plant who spoke against the zoning of the area as A-I were Ms. Ester <br /> Kenny and Messrs. Ray Honeycutt, Jack King, and Joel Turner. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with <br /> Commissioners Payne, Lentz, and Cook and Chairman Bonds voting for and <br /> Commissioner Nash voting against, the Board approved the deletion of <br /> Paragraph B of Subsection 5.5 General Standards for Site Development. <br /> The Board accepted the recommendation of the Planning Board for <br /> Subsection 5.5 (F) pertaining to storage requirements. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br /> unanimously carried~ Subsection 5.7 Screening of Non-Conforming Salvage Yards <br /> was amended to read as follows. <br /> Within one year after the passage of this ordinance, salvage yards <br /> shall be screened from any street or public right-of-way, residential, <br /> commercial or church related structure or use in accordance with the <br /> minimum standards A, B, and C as set forth in Section 5-10. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook with <br /> Commissioners Lentz, Cook and Bonds voting for and Commissioners Nash and <br /> Payne voting against, Subsection 5.6-10 Restrictions on Direct Illumination <br /> shall read as follows. <br /> <br /> No source of illumination on a sign, such as floodlights, spotlights, <br /> unshielded bulbs, etc., shall be directly visible from any public <br /> right-of-way, from any residential district or from adjacent premises. <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook with <br /> Commissioners Lentz, Cook, Payne, and Bonds voting for and Commissioner <br /> Nash voting against, Paragraph D of Subsection 5.6-9 Identification Signs <br /> shall read as follows. <br /> <br /> D. Permanent mobile home park identification signs may not exceed <br /> forty (40) square feet. Such signs shall have a minimum area of <br /> fifteen (15) square feet and may be illuminated. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board approved Paragraph H of Subsection 5.8 Off- <br /> Street Parking Requirements as recommended by the Planning Board. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board approved the deletion of Paragraph M of <br /> Subsection 5.8 Off-Street Parking Requirements as recommended by Planning Board. <br /> The Board accepted Paragraph A of Subsection 5.15 Access for C-4 <br /> Property as recommended by the Planning Board. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br /> unanimously carried, the Board approved the deletion of Subsection 5.19 Screening <br /> of Two-Family Dwellings in Single-Family Districts as recommended by the <br /> Planning Board. <br /> <br /> <br />
