635 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 6:30 P.M. <br />on Wednesday, December 30, 1981, at the County Courthouse in Concord, North <br />Carolina, in a called meeting for the purpose of reviewing the proposed <br />Zoning Ordinance and Atlas as certified by the Planning Board and to approve <br />any intended changes to be made at the time of adoption of the Zoning Ordinance <br />and Atlas. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Cabarrus County Planning Board present for the meeting <br />were as follows. <br /> Mr. Billy Plummer <br /> Mr. Jack Rankin <br /> Mr. John Cline <br /> Mr. Fletcher Harsell, attorney representing the M. S. Liles 500-acre <br />tract of land, requested that a section of the tract be zoned C-4, the <br />part East of Buff-Peach Orchard Road be zoned I-l, and the part West of Buff- <br />Peach Orchard Road be zoned I-2. <br /> Mr. Irvin Spainhour, attorney representing residents of the Flowes <br />Store Community, addressed the Board regarding the racetrack being built in <br />that area. He requested that Racetracks and Dragstrips be deleted in any <br />residential area. <br /> Mr. Joseph C. Ridenhour, resident of Kannapolis, endorsed the zoning <br />ordinance. He suggested that Class II mobile homes be only allowed in mobile <br />home parks within the Kannapolis Street Planning Board jurisdiction and <br />that Class I mobile homes be allowed conditionally in R-7.2 areas. <br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and unanimously <br />carried, the minimum lot size in the A-2 zones was changed from 70,000 <br />square feet to 60,000 square feet in the Schedule of Use Regulations. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne with <br />Commissioners Nash, Payne, and Bonds voting for and Commissioners Cook and <br />Lentz voting against, the Board agreed that the minimum lot size in lhe <br />R-40 zones will comply with the subdivision ordinance and there will be <br />a 15% lee-way for structures in cul-de-sacs. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with <br />Commissioners Payne, Lentz, Cook, and Bonds voting for and Commissioner Cook <br />voting against, the "minimum lot width" was changed to "average lot width, <br />with a 50 foot minimum on the front at the front of the building setback line" <br />in the Schedule of Development Standards. <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash and unanimously <br /> carried, the Board classified Automobile Repair Garages as conditional in A-I. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br /> unanimously carried, the Board deleted Building Contractor's Storage Yards from <br /> R-40. <br /> The Board agreed that cemeteries would be permitted in A-2, ARR and R-40 <br /> as recommended by the Planning Board. <br /> The Board approved the following changes to the Schedule of Use <br /> Regulations. <br /> <br />Cosmetic Manufacturing: permitted in I-2 <br />Cotton Gins, Cotton Waste and Rag Processing: permitted in A-2, A-I, and <br /> ARR <br />Schools, Elementary and Secondary: permitted in A-2 <br />Crating Services: conditional in I-1 <br />Dairy Bars and Ice Cream Sales, Retail: permitted in 0 & I, C-i, and <br /> C-5 <br />Drug Stores: permitted in A-2 and ARR <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and <br />unanimously carried, the Board agreed that Extraction of Earth Products <br />would be permitted in A-2, A-I and ARR, and conditional in R-40. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz, and <br />unanimously carried, the Board agreed that extraction of Earth Products <br />(Heavy Rare and Precious Metals) would be conditional in all zones. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board voted that Floral Shops, Retail would be per- <br />mitted in C-1. <br /> <br /> <br />
