The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the Courthouse in Concord, North Carolina, on Monday, January 4,
<br />1982, at 9:30.A.M.
<br /> Present - Chairman: Ralph C. Bonds
<br /> Commissioners: J. Harold Nash
<br /> Troy R. Cook
<br /> James W. Lentz
<br /> Kenneth F. Payne
<br /> The invocation was given by Reverend Randy Pierce, Associate Pastor of
<br />First Assembly.
<br /> Mr. Charles McGinnis, County Manager, reported that Mr. Tom Speer,
<br />Director of the Land Records Department established by the Board on
<br />December 21, 1981, had resigned that position to accept other employment.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and
<br />unanimously carried, the minutes of December 21, 1981 were approved as
<br />written.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and
<br />unanimously carried, the Board accepted the recommendation of the Cabarrus
<br />County Parks and Recreation Advisory Commission and reappointed Messrs. John
<br />Parker, M. L. Barnes, and Jim Herman to the Parks and Recreation Advisory
<br />Commission for a term of three years expiring December 31, 1984.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
<br />unanimously carried, the Board reappointed Messrs. Everette Von Cannon and
<br />John Richardson to the Cabarrus County Industrial Facilities and Pollution
<br />Control Financing Authority for a six-year term expiring January 10, 1988.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and
<br />unanimously carried, the Board approved the addition of Baptist. Lane and
<br />Dakeita Circle to the state road system.
<br /> Mr. Charles D. McGinnis, County Manager, reported that bids received
<br /> for the Cabarrus County Health Department Word Processing Equipment were as
<br /> follows.

<br /> Mr. Fred Pilkington, Health Director, presented an analysis of the
<br />word processing equipment bids received by the County. He recommended
<br />the award of the bid to IBM stating that equipment proposed by Honeywell,
<br />the low bidder, did not provide the spelling verification feature amd did
<br />not provide the graphics capability necessary for the Health Department.
<br />Mr. Pilkington reported there was some question as to whether sales tax in
<br />the amount of $580.88 was included in the bid of $14,522.00 from IBM or
<br />would be an additional charge by the company.
<br /> Commissioner Nash made motion, seconded by Commissioner Lentz, to accept
<br />the IBM bid in the amount of $14,522.00 for word processing equipment for
<br />the Cabarrus County Health Department.
<br /> UPON SUBSTITUTE MOTION of Commissioner Cook, seconded by Commissioner
<br />Payne and un-animously carried, the Board agreed to accept the IBM bid of
<br />$14,522.00 for the word processing equipment for the Cabarrus County Health
<br />Deaprtment and authorized the negotiation with IBM regarding the addition
<br />of sales tax to the quoted bid of $14,522.00
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and
<br />uannimously carried, the Board reappointed Messrs. James Odell, Leonard
<br />Barlow, Jr., and J. R. Tomlinson, Jr. to the Kannapolis Street Planning Board
<br />for a term of one year expiring on December 31, 1982.
<br /> Mr. R. M. Faggart, Jr., Cabarrus County resident and homebuilder,
<br />requested that the County fund the positions of appraiser and emergency
<br />loan service clerk which are being eliminated by Federal budget cuts in
<br />the local Farmers Home Administration (FHA) office.
