UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Board deferred action on the request for County <br />funding of employees in the Farmers Home Administration Office and invited <br />Mr. Bill Chapman, County Supervisor of the Farmers Home Administration Office, <br />to present information regarding the local program at the next regular <br />Board meeting on January 18, 1982 with the Board to make the final decision <br />on requested funding at that time. <br /> The motion made by Commissioner Cook for the County tO provide $11,000.00 <br />for the cost of these two employees until the end of the County fiscal year <br />and decide at that time if the County wants to continue future funding of <br />employees in the local Farmers Home Administration office failed for lack <br />of second. <br /> Chairman Bonds requested that Mr. Charles McGinnis, County Manager, <br />'extend a courtesy invitation to the President of the Cabarrus County Home- <br />builder's Association to attend the meeting on January 18, 1982 regarding <br />the Farmers Home Administration program in Cabarrus County. <br /> Mr. Leon Overcash, Dog Warden, presented a proposal for hiring three <br />part-time employees for that department. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the recommendation as submitted by <br />Mr. Leon Overcash, Dog Warden, for hiring three part-time personnel to <br />alternate evening and weekend hours to cover after hour complaints for <br />the Dog Warden. The recommended schedule is as follows. <br /> <br />EVENING HOURS <br /> <br />Monday-Friday <br /> <br />5:00 PM - 8:00 PM <br /> <br />Answer calls taken after <br />4:30 PM and contact residents <br />who are away from home during <br />regular office hours <br /> <br />On Call Remainder <br />of Evening & Night <br /> <br />SATURDAY HOURS <br /> <br />10:00 AM - 1:00 PM <br /> <br />Work at Animal Shelter <br />during hours when Shelter <br />is open <br /> <br />On Call Remainder <br />of Day & Night <br /> <br />SUNDAY HOURS <br /> <br />On Call Ail Day & <br />Night <br /> <br />COURT One Day in Court <br /> per Month <br /> <br />The Expense to the County would be: <br /> <br />SALARY <br /> <br />$4.50 per hour <br /> <br />Based on lowest base pay of <br />present full time wardens. <br />Cost to county would be <br />approximately $365 per month <br />for regularly scheduled hours. <br />In addition $4.50 per hour for <br />all time spent investigating <br />"after-hour" complaints and <br />time spent in court. <br /> <br />MILEAGE 21¢ per mile <br /> <br />For all on-the-job travel <br />expense. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board approved the appropriation of an amount not <br />to exceed $7,000.00 from the Commissioners' Contingency Fund to fund the <br />three part-time employees for the Animal Shelter. <br /> Ms. Doris Rogers, President of the Cabarrus Arts Council, and Ms. Fran <br />Tomlin, Director of the Cabarrus Arts Council, presented future plans <br />of the Council and requested the Board's designation as the Local Distributing <br />Agent for grassroots funds through the North Carolina Arts Council. <br /> <br /> <br />
