The Board of Commissioners for the County of Cabarrus met at 6:30 P.M. <br />on Tuesday, January 5, 1982, at the County Courthouse in Concord, North <br />Carolina, in a called meeting for the purpose of reviewing the proposed <br />Zoning Ordinance and Atlas as certified by the Planning Board and to approve <br />any intended changes to be made at the time of adoption of the Zoning Ordinance <br />and Atlas. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Cabarrus County Planning Board present for the meeting <br />were as follows. <br /> <br />Mr. Billy Plummer <br />Mr. Jack Rankin <br />Mr. John Cline <br />Mr. Raiford Troutman <br /> <br /> Mr. John Odell stated opposition to the rezoning of Mr. David Manuel <br />Kiser's property on Cold Springs Road to A-I. <br /> Mr. Alan Miles, representative of the Cabarrus.County Home Builders~ <br />Association, advised the Board that the three agricultural zones exceed the <br />limits (in lot size) tb~t the Farmers Home Administration (FHA) will grant <br />loans. He requested that the Board work with his association after the public <br />hearing and prior to the adoption of the ordinance. <br /> Mr. D. R. McEachern, resident of the Cold Springs community, requested that <br />the land in the community remain classified as ARR. He stated, however, that <br />if the Board rezoned some of the land in that area to A-I, he would like to <br />receive the same consideration regarding the rezoning of his property. <br /> Ms. Margie Blackwelder, realtor in Harrisburg, also opposed the required <br />one acre lots in the three agricultural zones which she stated would place a <br />burden on consumers. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board instructed the County Attorney to prepare an <br />acceptable definition for a private street. <br /> The Board reviewed the proposed Zoning Atlas and approved the following <br />changes. <br /> <br />The Craig-Edsall-Patterson property on Poplar Tent Road changed from <br />ARR to A-I. <br /> <br />The Bill Powlas property on Macedonia Church Road changed from ARR to <br />I-X. <br /> <br />The David M. Kiser property on Cold Springs Road changed from I-2 to ARR. <br /> <br />The Alston-Alston-Foster-Litaker properties on Davidson Highway changed <br />from A-I as recommended by Planning Board to ARR. <br /> <br />The John Cline (and others) properties on Green Street North of Jackson <br />Training School changed from R-9 to ARR as recommended by the Planning <br />Board. <br /> <br />The one-mile perimeter around the wastewater treatment plant suggested <br />to be zoned A-I by the Planning Board changed back to ARR. <br /> <br />One block on South Cannon Boulevard and Kentucky Avenue zoned R-9 changed <br />to C-3. <br /> <br />Lots owned by Sam Pressley known as Scottish Square and some others <br />changed from RMF-7 to C-3. <br /> <br />Area of one lot South of Oklahoma Street North to Texas Street on the <br />East side of Cannon Boulevard extending to those lot lines changed from <br />R-9 to 0 & I with the exclusion of the existing C-3. <br /> <br />The Troy Cook property on Stough Road was changed from ARR to A-I. <br />This was an error in the Zoning Atlas which was corrected. <br /> <br /> <br />
