12 <br /> <br /> Mr. Sam Strube of Kannapolis spoke in favor of enacting a zoning ordinance <br />for Cabarrus County, stating it would be an asset to the County in such ways <br />as planning future thoroughfares, protecting residential areas from business <br />and industry, and protecting the farmers in the County. <br /> Mr. Howard Boger of Route 1, Mt. Pleasant, stated he favored some type of <br />zoning for Cabarrus County but objected to the proposed ordinance and to the <br />fact that the public had not been allowed to vote on the issue. He asked that <br />the Board zone only those areas of the County which need to be zoned at the <br />present time with all future zoning to be done as the need arises in a particular <br />section of the County. <br /> Mr. H. H. Powell of Boy Scout Camp Road expressed support for the <br />concept of zoning, stating it would enable the County to develop in an <br />orderly manner in the future. <br /> Mr. Robert Furr of Ichabod Circle requested that the Board consider <br />some type of regulation which would require individuals to erect safety <br />fences around private backyard swimming pools. <br /> Mr. George Ingram of Kannapolis opposed the proposed zoning ordinance, <br />stating it was too complicated and was taking freedom away from the property <br />owner. He expressed the belief that a person should have the right to do as <br />he wants with his property as long as he does not harm someone else. <br /> Mr. Allan Miles, President of the Cabarrus County Home Builders <br />Association, expressed support of the concept of zoning but objected to any <br />lot requiring a minimum of 60,000 square feet. He stated that lots should <br />include only enough land to adequately accommodate an approved well and <br />septic tank. Mr. Miles urged the Board to adopt the zoning ordinance as <br />certified by the Planning Board or refer the ordinance back to the Planning <br />Board so that it might review the changes proposed by the Board of <br />Commissioners. <br /> Mr. Bill Bonny stated that the Planning Board should be responsible for <br />the enactment of a zoning ordinance in the County and should set guidelines <br />in order that the Planning Director could diplomatically work out any problems <br />which might arise regarding the ordinance. He objected to the authority and <br />power which would be assigned to the Board of Adjustment and stated that the <br />Board of Adjustment should not be able to override any decision by the County <br />Planner. Although Mr. Bonny stated opposition to portions of the ordinance, <br />he recommended the enactment of that section of the ordinance pertaining to <br />Flood Plains. <br /> Ms. Peggy Bumgardner opposed the concept of zoning, stating that no one <br />has the right to tell another individual what can be done with that person's <br /> land. <br /> A number of induviduals registered to participate in the public hearing <br /> left the meeting prior to speaking due to deterioriating weather conditions. <br /> Mr. Nodine expressed appreciation for the comments made during the <br />public hearing and adjourned the meeting. <br /> <br />Clerk to the Board <br /> <br /> <br />
