11 <br /> <br /> Mr. Joe Ridenhour of 420 Idlewood Drive in Kannapolis endorsed the <br />concept of zoning, stating that zoning is an essential step in planning for <br />the orderly growth of the County in the future. <br /> Mr. Earl J. Willie of Spring Street in Kannapolis stated he was in f~vor <br />of zoning as it would insure orderly growth in the County by providing adequate <br />land for housing, business, and industry. He stated that zoning would protect <br />the residential areas from encroachment of business concerns and would protect <br />the public health and safety of the community by preventing overcrowding. <br /> Mr. L. H. Jordan stated opposition to the concept of zoning and requested <br />that the Board strike the ordinance. <br /> Mr. Archie Barnhardt of the Winecoff School Road called for the deletion <br />of Section 6.6 Nonconforming Uses of Land Without Structures or with.Mino~ <br />Structures and Section 6.7 Nonconforming Uses of Major Structures, or <br /> <br /> or Structures and Premises in Combination as he stated these provisions could <br /> be used to close such establishments in the County as Frye's Bowling Lanes <br /> and Harris Lake. Mr. Barnhardt also opposed Section 3.5-4 pertaining to <br /> development standards for airports as he stated this provision could close <br /> the private air strips in the County. In closing, Mr. Barnhardt objected <br /> to the fact that the reorganization of the County Planning Board had not <br /> been scheduled by the County Planning Director during 1980 or 1981. <br /> Ms. Janie Ford of the Bethel Community of Kannapolis spoke in favor <br /> of the proposed zoning ordinance. She objected to the junked cars located <br /> on Centergrove Road and expressed hope that the. zoning ordinance would <br /> improve the situation with either the removal of the cars or the erection <br /> of a fence to screen the area. <br /> Mr. Donald Steele spoke against the concept of zoning. He specifically <br /> objected to the 60,000 square foot minimum lot size and to the provision of the <br /> ordinance regulating the number of cars which can be parked in an individual's <br /> driveway. <br /> Mr. R. M. Faggart of Montford Drive objected to any increase in present <br /> required lot sizes for a single family dwelling, stating that larger lot <br /> sizes would increase the cost of purchasing a home and would be an unnecessary <br /> waste of land. He contended that lots which could adequately accommodate a <br /> standard well and approved septic t~ank should be allowed throughout the <br /> County. <br /> Mr. Don Frye of Poplar Tent Road opposed the concept of zoning, comparing <br />zoning and the denial of the opportunity for the citizens of the County to <br />vote on zoning to life in Poland. <br /> Ms. Naomi Tillman of 1400 Brantley Road spoke in favor of zoning as <br />a safeguard to the public health, safety, and welfare of the people in the <br />County. <br /> Mr. David Boswell of Kannapolis supported the concept of zoning and <br />requested that the Board pursue the zoning issue to a conclusion and reality <br />as quickly as possible. He cited such benefits of zoning as preventing the <br />overcrowding of land, preserving agricultural land, and aiding local govern- <br />ment in planning for future utilities and social services throughout the <br />County. <br /> Ms. Shirley Hamer of the Lower Rocky River Road supported zoning. She <br />objected to the location of mobile home parks throughout the County and <br />stated that such parks should be located only in business areas. <br /> Mr. W. L. Nesbit, representative of residents of the Sherwood Forest <br />community, spoke in favor of zoning. He cited the construction of a race- <br />track in that community as an example of what can occur in the County if no <br />zoning regulations exist. <br /> Mr. Bill Maskall, representative of the North Carolina Manufactured <br />Housing Institute, expressed appreciation that performance standards for <br />mobile homes had been included in this draft of the proposed ordinance and <br />stated support of recommendations made by the Planning Board regarding <br />the permitted and conditional uses for mobile homes and mobile home parks. <br />He objected to revisions proposed by the Board of Commissioners which would <br />exclude mobile homes and mobile home parks in such districts as R-7.2, R-9, <br />RMF-7 and RMF-6, stating that exclusion of mobile home parks and mobile homes <br />in these districts was violating the intent of the ordinance and districts. <br /> Mr. Jim Moser of Kannapolis expressed the need for a zoning ordinance <br />in Cabarrus County, stating that zoning would establish an orderly growth pattern <br />for the County and would enable persons to purchase land with a higher degree <br />of certainty regarding future development of that particular area. <br /> Mr. Jack Alston of Skyway Drive commended the Planning Board for its <br />work on the Zoning Ordinance but stated the text of the ordinance was too <br />complicated and that the restrictions were too hard on the people in the <br />County. Mr. Alston objected to regulations which would require a minimum <br />lot size of 30,000 square feet or more. <br /> <br /> <br />
