13 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Wednesday, January 20, 1982 at the County Courthouse in Concord North <br />Carolina, in a special meeting held in place of the regular meeting <br />scheduled for January 18, 1982, to consider all matters which would come <br />before the regular meeting of the Board. The regular meeting on January 18 <br />had been postponed due to weather conditions forcing the closing of County <br />offices the preceding week. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Commissioners Lentz and Cook were absent for a portion of the meeting. <br /> The invocation was given by Reverend Lester B. Robbins of Faith Covenant <br />Church. <br /> In the absence of the Clerk to the Board, Ms. Cathie K. Isenhour <br />recorded the actions of the Board. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash with <br />Commissioners Payne and Nash and Chairman Bonds voting for, the minutes of <br />December 28, December 29, and December 30, 1981, and January 1, January 4, <br />January 5, and January 6, 1982, were approved as written. <br /> Mr. Bill Chapman, County Supervisor of the Farmers Home Administration, <br />addressed the Board regarding the need for the two employees whose positions <br />are being eliminated in the local office by Federal budget cuts. After <br />reviewing the matter, the Board asked that Mr. Chapman request a letter <br />from the State Director of the Farmers Home Administration outlining the <br />situation in the local office. <br /> UPON MOTION of Commissioner Nash,:seconded by Chairman Bonds with <br />Commissioners Nash and Payne and Chairman Bonds voting for, the Board deferred <br />action on requested County funding for the local Farmers Home Administration <br />office until the next meeting. <br /> Commissioner Lentz arrived at 7:25 P.M. and was present for the remainder <br />of the meeting. <br /> Mr. W. S. Chandler, Jr., Planning Director, reviewed the proposed <br />Interim Comprehensive Framework for Land Use Policies. He recommended the <br />adoption of this interim framework as a formalized policy guide for future <br />decisions regarding land use in Cabarrus County. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne with <br />Commissioners Nash, Payne, and Lentz and Chairman Bonds voting for, the Board <br />adopted the Interim Comprehensive Framework for Land Use Policies as follows. <br /> <br />SUMMATION OF CABARRUS COUNTY LAND USE OBJECTIVES <br /> (1980-81 REVIEW) <br /> <br />I. DEVELOP PLANS, POLICIES AND DEVELOPMENTAL STANDARDS WHICH WILL ENCOURAGE <br />DEVELOPMENT IN AREAS WHICH CAN BEPROVIDED REQUIRED SERVICES IN THE MOST COST <br />EFFICIENT MANNER. <br /> <br />IMPLEMENTATION: <br /> <br />Land acquisition for capital improvements in areas of new growth <br />could be accomplished less expensively once development type and <br />density are regulated through zoning regulations. <br /> <br />Zoning regulations should be used along with subdivision regulations <br />to encourage new residential industrial, commercial growth to <br />locate on the edge of areas already receiving approved urban services <br />in order to lessen the cost of service provisions such as fire, <br />police, water, sewer, and public transit. <br /> <br />Capital improvements programming should give priority to areas <br />surrounding currently urbanized sections of the County in order <br />to avoid costly leapfrog or premature development. <br /> <br />An on-going program to develop and maintain accurate cadastral, <br />topographical, and county base mapping systems will greatly <br />facilitate the planning and engineering of cost efficient public <br />services. The accurate up-to-date multifaceted maps will greatly <br />reduce the very expensive preliminary and 1st stage engineering <br />cost of capital projects in the County. <br /> <br /> <br />
