DEVELOP METHODS TO PROTECT CRITICAL ENVIRONMENTAL AREAS SUCH AS <br />WATERSHEDS, PLANNED IMPOUNDMENT AREAS, AND FLOOD PRONE AREAS IN ORDER TO <br />RECTIFY CURRENT WATER SHORTAGES AND MEET GROWING WATER NEEDS OF RESIDENTIAL, <br />COMMERCIAL, AND INDUSTRIAL DEVELOPMENT: AND TO PREVENT DAMAGE TO LIFE OR <br />PROPERTY THROUGH FLOOD HAZARD. <br /> <br />IMPLEMENTATION: <br /> <br />The United States Soil Conservation Service in cooperation with <br />North Carolina Department of Natural Resources and Community <br />Development in the process of finalizing plans for twelve water <br />impoundment structures within the Coddle-Coldwater-Dutch Buffalo <br />Creeks Watershed. The larger structures will supply much needed <br />flood control, water based recreation, municipal and industrial <br />water supply, and wildlife refuge and habitat. Small structures <br />planned would also significantly reduce downstream flood hazard. <br />Every effort should.be made by the County to assist in the planning <br />and funding of this project. <br /> <br />With the realization that increased growth in the County will <br />increase paved surfaces (i.e. road parking lots, building cover, <br />etc.) associated decreases in absorption areas for run off waters <br />will occur. Therefore, more water will be channeled into waterways <br />and flooding will result often in the coming years. A Floodplain <br />Ordinance should be developed and adopted by the County concomitant <br />with directives of the Federal Emergency Management Agency. There- <br />after, flood prone areas should be delineated on Zoning Maps so <br />that requirements of the Floodplain Ordinance could be efficiently <br />enforced for all forms of construction and land use within the <br />County. <br /> <br />Ce <br /> <br />Zoning, subdivision and capital improvement programs should dis- <br />courage intensive development in classified watersheds and planned <br />water impoundment sites, in order to protect county-wide water <br />resources. <br /> <br />An on-going program to develop and maintain accurate cadastral <br />and topographical mapping systems will greatly facilitate accurate <br />location of identified flood prone areas on development plats. <br />This translates into a larger saving for county government as well <br />as individual property owners as it lessens the needs to resurvey <br />the subject area. <br /> <br />III. ENSURE THAT TRANSPORTATION FACILITIES WILL BE IMPROVED AND UPGRADED <br />IN THE COUNTY THROUGH CONTINUED THOROUGHFARE PLANNING WHICH WILL ADDRESS THE <br />NEEDS OF EXISTING AND FUTURE DEVELOPMENT. DEVELOP REGULATIONS AND STANDARDS <br />WHICH WILL SUPPORT THOROUGHFARE PLANS BY THE PREVENTION OF ENCROACHMENT <br />INTO PROPOSED RIGHT-OF-WAY EXPANSION AREAS; BY ASSURING THAT THE TYPE AND <br />LEVEL OF TRAFFIC CAUSED BY NEW DEVELOPMENT WILL NOT BE INCOMPATIBLE WITH <br />EXISTING OR PLANNED LAND USAGE ALONG ROADWAYS; AND BY INSURING THAT INGRESS- <br />EGRESS POINTS ALONG THE ROADWAYS WILL NOT DETER THE EFFICIENT AND SAFE <br />PASSAGE OF VEHICULAR TRAFFIC THROUGH REGULATION OF THE NUMBER AND TYPES OF <br />CURB CUTS ALONG THE THOROUGHFARES. <br /> <br />IMPLEMENTATION: <br /> <br />Ae <br /> <br />The North Carolina Department of Transportation has developed a <br />Thoroughfare Plan for the Kannapolis-Concord area proposing <br />improvement and upgrading of major arterial roadways. This plan <br />has been adopted by the County Commissioners, the Rowan Board of <br />Commissioners, and governing Boards of Concord, China Grove and <br />Landis. <br /> <br />Be <br /> <br />Ce <br /> <br />Zoning regulations should be applied in such a way as to prevent <br />structural encroachment into are~ proposed for expanded right-of <br />way by the Thoroughfare Plan. <br /> <br />Subdivision regulations should be employed to secure dedication <br />of right-of-ways proposed by the Thoroughfare Plan. <br /> <br /> <br />
