15 <br /> <br />Do <br /> <br />Zoning regulations should be applied in such a way as to assure <br />that the type and level of traffic caused by new development will <br />not be incompatible with existing or planned land use. For <br />example, property having access to arterial roadways only by <br />residential streets should not be developed industrially due to <br />the large volume of heavy truck traffic it would generate. <br /> <br />ge <br /> <br />In order to prevent roadway congestion and the premature need to <br />widen roads (unnecessarily costing the County huge sums of its <br />yearly highway appropriation), zoning regulations should be <br />applied to restrain strip commercial development along major <br />arterial thoroughfares. <br /> <br />In order to facilitate more efficient east/west transportation, <br />additional east/west corridors should be established with special <br />emphasis in the Kannapolis urbanized area. <br /> <br />IV. IN ORDER TO DECREASE THE BURDEN UPON RESIDENTIAL TAX PAYERS AND IN <br />ORDER TO CREATE MORE EMPLOYMENT OPPORTUNITY WITHIN THE COUNTY, AN ECONOMIC <br />DEVELOPMENT STUDY SHOULD BE DONE AND USED AS A GUIDE TOWARDS ACTIVE <br />GOVERNMENTAL PARTICIPATION IN THE ENCOURAGEMENT OF NEW AND DIVERSE COMMERCE <br />AND INDUSTRY. THIS DATA BASE SHOULD ALSO BE USED AS A GUIDE TO RESOURCE <br />DEVELOPMENT NEEDED TO SUPPORT NEW COMMERCE. <br /> <br />IMPLEMENTATION: <br /> <br />Research indicates that industrial and commercial development <br />significantly decreases residential tax burden within a jurisdiction <br />even though residential growth rates are high. With this in mind <br />the County should adopt a policy to actively encourage industrial <br />development (of both capital and diversified and labor intensive <br />industry) within the County. <br /> <br />Bo <br /> <br />It has been recognized that a lack of industrial diversification <br />exists within the County, therefore, an economic slump in certain <br />industries could cause harm to the Cabarrus County employment rate <br />and tax base. An Economic Base Study should be performed to <br />identify specific diversification needs within the County. The <br />study should also address resource needs of desirable types of new <br />industry. Within an industrial corridor these needs could be planned <br />for and provided for in the most efficient manner. <br /> <br />Ce <br /> <br />Through Capital Improvements Programming, development of services <br />required by industry (i.e. sewer, water, etc.) could be more cost <br />effectively provided. Fiscal Impact Analysis for such new <br />industrial services would be possible using Economic Base Study <br />data. Wherever such an analysis indicates that particular <br />industrial developments will be beneficial to the community, priority <br />should be given to capital improvements necessary to service the <br />industry. <br /> <br />V. ENCOURAGE THE DEVELOPMENT OF A PRINCIPAL INDUSTRIAL CORRIDOR HAVING ACCESS <br />TO MAJOR PRIMARY HIGHWAYS AND OTHER TRANSPORTATION FACILITIES PROVIDING <br />LINKAGE TO THE CHARLOTTE-MECKLENBURG AREA AND INTERSTATE 85. THE CORRIDOR <br />SHOULD BE LOCATED SO THAT NECESSARY SERVICES SUCH AS SEWER AND WATER FACILITIES <br />COULD BE PROVIDED IN A COST EFFICIENT MANNER. <br /> <br />IMPLEMENTATION: <br /> <br />A Land Use Survey and related research indicates that the corridor <br />between Interstate 85 and State Highways 29 and 49 would meet all <br />criteria for an industrial development corridor. A preliminary <br />Zoning Ordinance for Cabarrus County proposes this area as an <br />agricultural-industrial zone. Through adoption of this zone, <br />land usage and density compatible with industrial development <br />would be encouraged. This zone would also protect viability of <br />primary thoroughfares within the district necessary for industrial <br />growth. <br /> <br /> <br />
