17 <br /> <br />Eo <br /> <br />Agrarian needs should be assessed and active programs to protect <br />the agrarian character of Cabarrus County should be continued or <br />expanded. <br /> <br />VIII. INSURE THAT LAND USE PLANNING PROTECTS THE GENERAL SAFETY AND WELL <br />BEING OF COUNTY RESIDENTS. <br /> <br />IMPLEMENTATION: <br /> <br />Ao <br /> <br />Existing subdivision and health regulations should be updated <br />whenever it becomes apparent that existing development trends <br />threaten health, safety, or property value. <br /> <br />Be <br /> <br />Zoning regulations should be applied in such a way that safety <br />and life quality are maintained or improved within the county by <br />insuring such things as adequate air and light, safety from fire, <br />panic, or other danger; lessened congestion in the streets, pre- <br />vention of overcrowding of land and buildings; and prevention of <br />development beyond environmental capability of the land to support <br />proposed use. <br /> <br />In order to facilitate emergency response and property identifi- <br />cation, programs to eliminate deceptively similar and duplicate <br />street names within the county should continue. Placement of <br />street signs and assignment of accurate house numbers based on the <br />North Carolina Grid System should also be continued. <br /> <br />IX. FOLLOWING AN EXTENSIVE INVENTORY WHICH WOULD IDENTIFY AND ASSESS <br />HISTORIC AND ARCHEOLOGICAL SITES WITHIN THE COUNTY, DEVELOPMENT STANDARDS <br />AND OTHER PROGRAMS WHICH WOULD ENCOURAGE THEIR PRESERVATION AND/OR <br />REHABILITATION SHOULD BE IMPLEMENTED. <br /> <br />IMPLEMENTATION: <br /> <br />Ao <br /> <br />An extensive inventory of over four hundred (400) historic sites <br />has been carried out over the past eighteen (18) months in a <br />joint effort sponsored by the City of Concord, the County, and <br />Historic Cabarrus, Inc. This inventory has been done by a <br />trained architectural historian who has cataloged the significance <br />of each site identified. <br /> <br />Be <br /> <br />A preliminary zoning ordinance has been written for Cabarrus County <br />which includes a Historic Preservation Overlay Zone. Under this <br />system, historic sites and areas would be marked on the zoning <br />map. Such areas would be allowed all uses in the.underlying <br />zoned district, but would also be allowed uses of a light commercial <br />nature (i.e., flower shop, gift shop, boutique, etc.) which would <br />encourage the rehabilitation and public exposure of such sites. <br /> <br />Co <br /> <br />A Historic Properties Commission should be established (Ref. <br />N.C.G.S. Chapter 160 A, Article 19, Part 3B) in order to select <br />sites which are of special historic value to the citizens of <br />Cabarrus County. Thereafter, such a commission would approve <br />development and rehabilitation plans in these areas according to <br />their appropriateness for the historic character of the site. <br /> <br />X. IN ORDER TO ASSURE THE MOST EFFICIENT AND COST EFFECTIVE GOVERNMENTAL <br />ACTIVITY, A COMPREHENSIVE PLAN SHOULD BE DEVELOPED WHICH WOULD PRESENT OVERALL <br />GOALS AND OBJECTIVES FOR THE FUTURE DEVELOPMENT OF CABARRUS COUNTY, AND <br />WHICH WOULD COORDINATE GOVERNMENTAL PROGRAMS INVOLVED IN THAT DEVELOPMENT. <br /> <br />IMPLEMENTATION <br /> <br />Ao <br /> <br />A long range plan stating goals and objectives for the future <br />development of Cabarrus County should be formulated through <br />citizen and government cooperation. <br /> <br />Bo <br /> <br />The plan should be used by governmental agencies and Boards in <br />development of programs and in administrative decision making in <br />order to achieve expressed desires of the community.
