<br />update on the Water and Sewer Study for Cabarrus County. The updated cost

<br /> The Board discussed possible dates for scheduling a water and sewer
<br />referendum for Cabarrus County. Commissioner Nash stated support for a
<br />referendum at the November general election. Commissioner Payne made
<br />motion which failed for lack of second to place the water and sewer
<br />referendum on the primary ballot in May, 1982.
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne with
<br />Commissioners Lentz, Payne, and Nash and Chairman Bonds voting for, the
<br />Board instructed Mr. John R. Boger, Jr., County Attorney, to contact the
<br />bond attorney and the Local Government Commission regarding necessary pro-
<br />cedures for a water and sewer bond referendum and to report his findings to
<br />the Board at the first meeting in February.
<br /> Commissioner Cook arrived at 9:00 P.M. and was present for the remainder
<br />of the meeting.
<br /> Mr. Ted Joyne=, President of the Cabarrus County Fire Chief's Association,
<br />addressed the Board regarding the controversy between Rowan Technical College
<br />and Stanly Technical College concerning courses being offered by the two
<br />schools in Cabarrus County.
<br /> Dr. Charles Byrd, President of Stanly Technical College, r~eported that
<br />his school was working closely with the County Fireman's Association and was
<br />providing ninety percent (90%) of all training for firemen in the County.
<br />He stated opposition to any action by Rowan Technical College which would
<br />prohibit Stanly Technical College from continuing to offer courses in Cabarrus
<br />County.
<br /> No action was taken by the Board at this time regarding this matter as
<br />officials of Stanly Technical College were scheduled to appear at the next
<br />regular meeting on February 1, 1982.
<br /> Mr. Charles McGinnis, County Manager, reported that because snow had
<br /> forced the closing of County offices for several days the bid opening for
<br /> the Jail Food Service contract had been delayed from 10:00 A.M. on January 13
<br /> until 10:00 A.M. on January 18, the first business day for the County after
<br /> the snow. Bids received at that time were as follows.
