26 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, at 9:30 A.M. <br />on Monday, February 1, 1982. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Jay Click of Covenant Presbyterian <br />Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of January 12, January 20, and January 25, <br />1982, were approved as written. <br /> Dr. Charles Byrd, President of Stanly Technical College, addressed <br />the Board regarding the educational services offered in Cabarrus County by <br />Rowan Technical College and Stanly Technical College. He strongly objected <br />to the letter received from Dr. Larry Blake, State President of the North <br />Carolina State Board of Community Colleges, which stated that Stanly Tech <br />was duplicating programs of Rowan Tech and requested that Stanly Tech cease <br />operations in Cabarrus County unless service programs are requested by, or <br />approved by Rowan Tech. He contended that Stanly Technical College was <br />not duplicating the programs of Rowan Tech and stressed the commitment of <br />Stanly Tech to continue to serve the citizens of Cabarrus County. He proposed <br />that the Board of Trustees from Rowan Technical College and Stanly Technical <br />College form a technical education consortium in the County which would enable <br />the two schools to work together to effectively meet the needs of the residents <br />of the County. <br /> Mr. Ed Snyder, President of the Board of Trustees of Stanly Technical <br /> College, reported that his Board had unanimously voted to take Dr. Blake's <br /> letter of request to cease operations in Cabarrus County under advisement. <br /> He reiterated the plans of Stanly Technical College to continue to serve the <br /> educational needs of the citizens of Cabarrus County. <br /> Mr. W. S. Murdock, Chairman of the Board of Trustees of Rowan Technical <br /> College, presented a report of the work of Rowan Technical College in Cabarrus <br /> County during the past nineteen (19) years. He charged that Stanly Technical <br /> College was duplicating services offered by Rowan Technical College and <br /> creating an unnecessary waste of the taxpayer's money. He stated it was the <br /> position of the Board of Trustees that "Rowan Technical College should continue <br /> to be the primary representative of the Community College System in Cabarrus <br /> County with the provision that if Rowan Tech is ever not able to meet the <br /> identifiable needs in the County, that unmet needs may be addressed by <br /> adjacent colleges after documented coordination has occurred to insure that <br /> unnecessary duplication does not occur". Mr. Murdock requested that the <br /> Board of Commissioners reaffirm its previous designation of Rowan Technical <br /> College as the technical school representative in Cabarrus County. <br /> Mr. Ted Joyner, President of the Fire Chief's Association, stated that <br /> the County firemen and other specialized groups should have the freedom <br /> to choose which college can best meet their educational needs in Cabarrus <br /> County. He requested the Board's support in allowing both Rowan Technical <br /> College and Stanly Technical College to provide in-county training programs. <br /> Mr. H. C. Whitley, resident of the Georgeville community, objected to <br /> the appropriation of County funds to Rowan Technical College, stating it was <br /> wasting the taxpayer's money as Stanly Technical College was providing service <br /> to the County without charge. He supported the concept that the two schools <br /> set up a joint operation in Cabarrus County. <br /> Ms. Barbara Brown, Chairperson of the Cabarrus County Council on Women, <br /> suggested that additional efforts be made to enable more persons to obtain in- <br /> school training at either Rowan or Stanly Technical College rather than <br /> attempting to bring the school to the people through satellite classrooms in <br /> Cabarrus County. <br /> Commissioner Nash proposed the following resolution which failed for <br /> lack of second: "Resolved that the position of Cabarrus County is: that <br /> Rowan Technical College continue to be the primary representative of <br /> Community and Technical College System in Cabarrus County with the provision <br /> that if Rowan Tech ever is not able to meet the identifiable educational needs <br /> in Cabarrus County and that unmet needs may be addressed by adjacent colleges <br /> after documented coordination has taken place to make certain that unnecessary <br /> duplication does not occur." <br /> Mr. Bill Powlas stated that Citizens of Cabarrus County should have the <br /> opportunity of the two colleges operating in the County. <br /> <br /> <br />
