<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, at 7:00 P.M.
<br />on Monday, February 15, 1982.
<br /> Present - Chairman; Ralph C. Bonds
<br /> Commissioners: J. Harold Nash
<br /> Troy R. Cook
<br /> James W. Lentz
<br /> Kenneth F. Payne
<br /> The invocation was given by Reverend J. C. Whitener of the First
<br />Nazarene Church.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
<br />unanimously carried, the minutes of January 26, 1982, and February 1, 1982,
<br />were approved as written.
<br /> Commissioner Payne introduced the following two orders authorizing
<br />bonds which were read:
<br />
<br />ORDER AUTHORIZING $17,300,000 SANITARY
<br /> SEWER BONDS
<br />
<br />BE IT ORDERED by the Board of Commissioners for the County of Cabarrus:
<br />
<br /> 1. That, pursuant to The Local Government Bond Act, as amended, the
<br />County of Cabarrus, North Carolina, is hereby authorized to contract a debt,
<br />in addition to any and all other debt which said County may now or hereafter
<br />have power or authority to contract, and in evidence thereof to issue
<br />Sanitary Sewer Bonds in an aggregate principal amount not exceeding
<br />$17,300,000 for the purpose of providing funds, with any other available
<br />funds, for constructing a portion of a sanitary sewer system for said County,
<br />including the construction of a sewage treatment plant, the construction
<br />and installation of sewage interceptor mains, sewage outfall mains, sewage
<br />force mains, a sewage pumping station and appurtenant facilities to transport
<br />sewage to said sewage treatment plant and a sewage treatment plant owned by
<br />the City of Concord, North Carolina for treatment and the acquisition of
<br />necessary land, rights of way and equipment.
<br />
<br /> 2. That taxes shall be levied in an amount sufficient to pay the principal
<br />of and the interest on said bonds.
<br />
<br /> 3. That a sworn statement of the debt of said County has been filed with
<br />the Clerk of the Board of Commissioners and is open to public inspection.
<br />
<br /> 4. That this order shall take effect when approved by the voters of
<br />said County at a referendum as provided in said Act.

<br /> WATER BONDS
<br />
<br />BE IT ORDERED by the Board of Commissioners for the County of Cabarrus:
<br />
<br /> 1. That, pursuant to The Local Government Bond Act, as amended, the
<br />County of Cabarrus, North Carolina, is hereby authorized to contract a debt,
<br />in addition to any and all other debt which said County may now or hereafter
<br />have power or authority to contract, and in evidence thereof to issue Water
<br />Bonds in an aggregate principal amount not exceeding $7,700,000 for the
<br />purpose of providing funds, with any other available funds, for constructing
<br />a portion of a water system for said County, including the construction and
<br />installation of water mains and lines, water storage tanks, water pumping
<br />stations and appurtenant facilities for the distribution of water to be
<br />provided by the City of Concord, North Carolina and Stanly County, North
<br />Carolina and the acquisition of necessary land, rights of way and equipment.
<br />
<br /> 2. That taxes shall be levied in an amount sufficient to pay the
<br />principal of and the interest on said bonds.
<br />
<br /> 3. That a sworn statement of the debt of said County has been filed
<br />with the Clerk of the Board of Commissioners and is open to public inspection.
