<br /> The Board of Commissioners thereupon designated the Finance Officer to
<br />make and file with the Clerk of the Board of Commissioners the sworn statement
<br />of debt of the County which is required by The Local Government Bond Act, as
<br />amended, to be filed after the bond orders have been introduced and before
<br />the public hearing thereon.
<br /> Thereupon the Finance Officer filed with the Clerk of the Board of
<br />Commissioners, in the presence of the Board of Commissioners, the sworn
<br />statement of debt as so required.
<br /> Thereupon the order entitled: "ORDER AUTHORIZING $17,300,000 SANITARY
<br />SEWER BONDS" was passed on first reading.
<br /> Thereupon the order entitled: "ORDER AUTHORIZING $7,700,000 WATER BONDS"
<br />was passed on first reading.
<br /> On motion duly made, seconded and unanimously carried, the Board of
<br />Commissioners fixed 9:30 A.M., March 1, 1982, at the Commissioners'
<br />Meeting Room of the County Courthouse in Concord, North Carolina as the
<br />hour, day and place for the public hearing upon the foregoing orders and
<br />directed the Clerk of the Board of Commissioners to publish each of said
<br />orders, together with the appended statement as required by The Local
<br />Government Bond Act, as amended, once in The Concord Tribune not later
<br />than the sixth day before said date.

<br /> I, Frankie F. Small, Clerk of the Board of Commissioners for the
<br />County of Cabarrus, North Carolina, DO HEREBY CERTIFY that the foregoing
<br />is an accurate copy of so much of the recorded proceedings of said Board
<br />at a meeting held on February 15, 1982, said proceedings having been
<br />recorded in Minute Book No. 18 of said Board, beginning at page 32 and
<br />ending at page 33, and is a true copy of so much of said proceedings,
<br />as relates in any way to the introduction and passage on first reading of
<br />orders authorizing bonds of said County and the call of a public hearing
<br />upon such orders.
<br /> I DO HEREBY FURTHER CERTIFY that a schedule of regular meetings of
<br />said Board, stating that regular meetings of said Board are held in the
<br />Commissioners' Meeting Room of the County Courthouse in Concord, North
<br />Carolina on the first and third Mondays of each month at 9:30 A.M. and
<br />7:00 P.M., respectively, has been on file in my office pursuant to
<br />G.S. 143-318.12.

<br /> Mr. G. E. Johnson, CPA, of Sherrill & Smith presented, the annual audit
<br />for Cabarrus County for 1980-81.
<br /> The Board reviewed the proposed audit contract for the fiscal year
<br />1981-82 by Sherrill & Smith at a cost not to exceed $16,000.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and
<br />unanimously carried, the Board tabled the award of the annual audit contract
<br />for 1981-82 for Cabarrus County until the next regular Board meeting.
<br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and
<br />unanimously carried, the Board established a uniform per diem payment of
<br />$15.00 for members of the Board of Health and $20.00 for the Chairman to be
<br />paid for attendance at the Board of Health meetings as recommended by the
<br />Board of Health.
<br /> The payment schedule for members of all appointed Boards is to be
<br />considered during the upcoming budget process for the County.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and
<br />unanimously carried, the Board approved the following Building Permit Fee
<br />Schedule as recommended by the Building Inspection Department to be effective
<br />March 1, 1982.
